This position establishes the Senior Network Engineer position within the Digital Solutions Operations Department (TDS-OPS). The Operations Department is located within the Office of the Chief Information Office (OCIO) within the Office of the Treasurer of the National Gallery of Art.

Duties

Serve as senior network engineer to perform day to day technical support, troubleshooting, monitoring, installation and configuration of network infrastructure hardware, software, and systems in a 24x7 365 days/year, multi-cloud hybrid enterprise environment. Handle all physical aspects of network communications infrastructure including but not limited to copper and fiber cabling, Power-over-Ethernet injectors, UPS power systems, power distribution units, network/server racks, and telecom enclosures. The physical work includes but not limited to ordering, receiving, tracking, installation, configuration, troubleshooting, removal and disposition. Provide oversight and management of network operations infrastructure within the hybrid on-premises and cloud environment, including but not limited to, routing/switching, Wi-Fi, DNS/DHCP, firewalls, load balancing, VPN/remote access, and secured communications. Serve as principal technical authority and lead specialist with responsibility to ensure secure, efficient, and effective network operations and solution deployment. Communicate regularly with the development team, business, and operations team to ensure the security and confidentiality of data. Provide contracting officer representative (COR) functions and logistical support for requisitioning and invoicing, project planning and execution, system analysis and documentation support, and overall budgetary analysis and management. Review, analysis, and implementation of Cyber Security policies on the network infrastructure, interpreting results of monthly security scans and remediations. Design, Implementation and support of Zero Trust technologies. Provide cyber security-related hands-on technical skills to operate Gallery’s hybrid multi-cloud infrastructure.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-2210-14. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 in the Federal service. Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-13 level in the Federal service, serving as technical expert to support network infrastructure operations under the strategic direction of the network operations manager, working in both a legal office and a museum or other cultural institution. Possess solid hands-on knowledge of IT networking with routing, switching, Ethernet copper and fiber cabling standards, Wi-Fi and associated security, subnetting, VLAN/VRF segmentation, VPN, DNS/DHCP/IPAM fundamentals, ACL/firewall policies, Multifactor authentication, load balancing, Citrix remote access, and general knowledge of Windows, Linux, and VMware operating systems. Ability to independently install/remove and physical network infrastructure components, to include but not limited to network/firewalls, servers, UPS units and batteries. The physical work often involves climbing ladders and work in narrow work areas during installation and servicing of the network infrastructure. Expert-level knowledge of AWS, Azure Cloud virtual networking design, configuration, and troubleshooting. Hands-on experience with performing COR with multiple contract types. Expert-level knowledge to interpret security vulnerability reports and be able to provide a solution and expert-level advise on alternatives. Hands-on expert-level knowledge RSA and other multi-factor authentication technologies. Hands-on experience with Zero Trust technology to include but not limited to Zscaler ZPA and ZDX architecture and implementations. Hands-on experience with deploying and operating PKI and encryption in an enterprise network environment. Knowledge of interpreting CISA and NIST security guidelines as applicable to the network infrastructure.  "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

Basic Requirements

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
