You will serve as the MK 18 Family of Systems Project Manager within the Maritime Mission Systems Division at NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will manage the planning, execution, monitoring, and control of tasking to achieve objectives for cost, schedule, and performance. You will fulfil duties in accordance with Navy appropriations, accounting principles and resource planning. You will negotiate fiscal year tasking with NAVSEA and Non-NAVSEA sponsors. You will identify and correct areas of weakness and gaps in engineering processes and practices; and apply strategic thinking to anticipate and plan required resources to meet future Navy needs. You will coach and mentor peer project managers, task leads and project engineers; You will manage planning, monitoring, reporting, controlling and execution of sponsor's fiscal year tasking and funding in accordance with their direction and NSWCPCD Project Management competency lead. You will utilize knowledge of NAVSEA Engineering and Technical Authority Policy, to include engineering agent responsibility assignments. You will use knowledge of Navy strategy and needed capabilities to anticipate and plan resources to meet future Navy needs. You will utilize oral and written communications at all levels of the organization including senior and executive leadership. You will coordinate with management and technical personnel to provide specialized technical advice applicable to project development. You will review technical literature and coordinate with other Government agencies to ensure that full advantage is taken of existing knowledge. You will oversee writing of programmatic and technical documents including but not limited to Test Plans, Technical Memorandums, Letters and Reports ensuring technical adequacy prior to supervisory review and approval. You will lead, mentor and develop the skills of a diverse team of engineers, scientists and analysts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level ND-04 (GS-12/13 Equivalent) in the federal service or equivalent experience in the private or public sector as a professional scientist or engineer planning or leading project management activities for an engineering program. For the ND-0801, Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the ND-1301, Professional Physical Science Series: successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For the ND-1515, Professional Operations Research Serie: A bachelor's or higher degree in operations research.
OR
successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

For the ND-1550, Professional Computer Science Series: A bachelor's degree in computer science.
OR
A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must be in a combination of statistics and mathematics that included differential and integral calculus.
