The primary purpose of this position PROGRAM SUPPORT SPECIALIST GS-0301-11 is to
Duties
-Serve as the Office of Primary Responsibility (OPR) and program manager for the Maintenance Courseware Management Program and guides the use of Courseware Management Database (CMD) within the training systems.
-Serve as the OPR and administers the Training Scheduling System (TSS) program.
-Develop local policies, procedures, goals, objectives and milestones required for implementation and/or administration of assigned programs or projects.
-Plan, organize, execute and assess process and programs.
-Collect, analyze, prepare, and present data to provide administrative assistance for the wing.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualifications Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: applying analytical ability, judgment, discretion, and knowledge of principles, concepts, policies, and objectives applicable to an Education and Training scheduling function and courseware management programs; ability to use system and PC based tools to include automated spreadsheet, graphics, and database management applications; analyze, evaluate, assess unusual circumstances and recommend solutions to problems that may adversely affect programs, training agreements, employee development or workload requirements and a variety of projects, programs, and studies; prepare and present reports, brief management and employees on requirements and impacts of programs and policies and provide training as necessary.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of training scheduling systems (TSS), Production and Acceptance Certification Program (PAC) or similar program and its related system, and/or Courseware Management Databases (CMD) and Instructional System Development (ISD)
2. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and to continually improve them to meet customer requirements
3. Knowledge and skill in the application of headquarters and local education and training and maintenance training principles, concepts and methodologies and basic financial management directives, concepts, procedures, guidance, and policy.
4. Detailed knowledge of the procedures and processes of management and organizational methods, principles and practices directly related to the Maintenance arena
5. Ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
WORK ENVIRONMENT: Work involves everyday risks and discomfort typically in office, training room or similar settings. Work areas are adequately heated, lighted and ventilated. Visits to production areas are infrequent and relatively free of hazard to the employee.
PHYSICAL DEMANDS: Duties frequently require visits to other Center locations. Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences and in visiting other offices and buildings including possible TDY travel. Lifting objects under 45 pounds may be necessary. Work requires several hours a day working at a computer.
