This position is located at the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Operations, Office of Finance, Budget, Acquisitions, and Planning, Office of Planning Evaluation and Risk Management, which is located in Silver Spring, Maryland.


Conduct review and analysis of the reorganization program to provide recommendations to improve the efficiency and effectiveness of operations. Perform work across FDA, HHS on the development and implementation of annual reorganization proposal data calls including developing milestones, timetables, as well as project tracking, reporting and evaluations. Utilize techniques such as quantitative analysis, interviews, research, etc., to improve the overall reorganization and Delegations of Authority programs initiatives. Conduct briefings and provides regular reports to keep managers and executives advised of project plans and progress to communicate findings and recommendations. Assure that responses accurately reflect Food and Drug Administration (FDA), Department of Health and Human Services and other federal rules, regulations and guidance, or in the case of exceptions, that variances are warranted and fully documented.

The position of Program Analyst falls within the 0343 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/15/2023. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have one year of specialized experience that is equivalent to at least the GS-11 grade level in the Federal service, which includes utilizing analytical evaluative techniques to assess the productivity and effectiveness of organizational structure and work functions for a segment of an organization; coordinating and tracking project plans; and providing guidance on the requirements of reorganization management procedures. GS-13: You must have one year of specialized experience that is equivalent to at least the GS-12 grade level in the Federal service, which includes developing policy and procedures for organization change management processes; utilizing analytical evaluative techniques to assess the impact of organizational changes on the efficiency and effectiveness of program operations and resources; and advising management staff on proposed reorganizations to identify the requirements and implementation process. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
