This position is in the Department of Education (ED), Federal Student Aid (FSA), Office of Partner Participation and Oversight (PPO), Partner Management Support Services Directorate (PMSSD), Program Technical Business Support Group (PTBSG), Partner Systems Integration Division (PSID), Partner Business Support Branch (PBSB).

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-12 level; performing two (2) out of three (3) of the following duties or work assignments: 1) Knowledge of Title IV of the Higher Education Act of 1965 business function(s) to write change requests, statements of work and cost estimates using the following systems: National Student Loan Data System (NSLDS), Participation Management, EDExpress, eZ-Audit, Postsecondary Education Participants System (PEPS) and/or similar systems 2) Apply a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and complex management processes 3) Ability to review and analyze Title IV program data, reported by schools, third party servicers, auditors, and any other external partners; and 4) Skill in providing verbal and written communications to a wide audience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
