Duties

This position is located within the RESOURCES FINANCIAL MGMT at the CAPT James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC is a firstof-its-kind partnership between the Department of Veterans Affairs (DVA), and Department of Navy (DoN)/Department of Defense (DoD). It is larger than just a single facility, but rather it is a fully-integrated medical care facility with a single combined VA and Navy mission. The combined mission of the FHCC means active duty military and their family members, military retirees, and eligible veterans receive health care at this facility. Assists in developing and monitoring annual budgets. Provides on-going review and assessment of existing budgetary programs. Retrieves, reprograms and allocates allotted funds to station level Fund Control Points (FCPs). Provides advice and assistance to the command in the development of budget requests. Reviews cost records and furnishes historical cost data to program officials. Assists the senior budget analysts in preparing replies to inquiries. Trains FHCC staff designated to execute station funds. Attends Department head meetings to provide budgetary advice on planning, developing, presenting, executing, and reviewing all fiscal programs assigned to FHCC. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized experience includes but is not limited to: Experience with budgetary methods, practices, procedures, regulations, precedents, and policies which apply to assigned organizations and programs. Experience analyzing budgetary relationships and developing recommendations for budgetary actions. Experience evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Experience with automated data processing concepts and system capabilities to accomplish budget functions. OR GS-11 Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
