The Administrative Officer (AO) is located at the Ralph H. Johnson VA Medical Center, in the Social Work Service (SWS). The AO is a key staff member of the Management Team and has full delegated authority to perform administrative functions. The AO reviews, analyzes, manages, and recommends actions in the areas of program management, budget, utilization review, space, contracts, equipment, and customer service.
Duties
The duties of the position include, but are not limited to:
Assisting in daily oversight of all administrative functions within Social Work Department.
Coordinating hospital support services with clinical patient care activities.
Planning, organizing, developing, directing and evaluating organizational operations.
Supporting and initiating required actions in human resource activities.
Providing comprehensive resource and budget data and information to support decisions involving allocation of organization funds.
Preparing funding and staffing requests.
Developing policies, procedures, monitors, action plants, etc. to help ensure compliance with regulatory requirements.
Graphically display data and develop presentation materials.
Develop performance standards and position descriptions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating support services with clinical care activities; planning organizing, developing and evaluating operations within a service; preparing financial budgets; coordinating with Human Resources for staffing requirements and performance standards. (This experience must be supported by your resume to be creditable.)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. (if related to the position). NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
