This position is within the Business Development Service Line, in the Cheyenne VA Health Care System (CVAHCS). The incumbent will perform functions associated with monitoring and auditing, which is an integral part of an effective compliance program for Business Development Service Line (BDSL).
Duties
Duties include but are not limited to the following:
Initiates, populates, and reviews reports for the BDSL.
Implements a variety of monitoring/reporting tools for each unit within the service to such as enrollment and eligibility, encounter management, action required, and trains employees how to utilize them.
Independently plans and conducts a variety of assignments or investigations such as develop or modify methods and techniques to resolve a variety of auditing problems; develops methods to isolate and identify conditions affecting inefficiency.
Assesses the potential to reduce cost in a variety of programs, projects, and function.
Develops new audit approaches.
Serves as the technical expert in a wide variety of auditing program management functions; and establishes review criteria to improve efficiency of audit activities.
Makes clear, concise, and effective oral and written reports, and skilled at applying the principles, theories, techniques, and practices of professional auditing to problems encountered.
Acts independently to plan, organize, direct, and control areas with emphasis on data validation, analysis and generation of reports associated with the facility BDSL.
Provide support and education on documentation issues and assists in the development of guidelines for data compatibility, consistency, and monitoring for compliance to improve the quality of clinical, financial, and administrative data to assure that every part of the information is completely documented and supported.
Draft findings, conclusions, and recommendations ensuring that the work performed adequately supports conclusions reached and recommendations are consistent with audit objectives and reporting standards to provide a basis for actions to correct weaknesses and implement improvements.
Determines requirements and establishes priorities, provides guidance concerning formulation, planning, and execution of the auditing function.

Work Schedule: Monday through Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of organizational theories, practices, methods, and techniques of auditing; and knowledge of organizational or program practices, policies, and functions. Knowledge of HIPAA, Freedom of Information Act, the Privacy Act of 1974, Title 38 U.S.C. dealing with drug/alcohol etc., and applicable laws, regulations, and practices, of the VISN, JCAHO and other local governing agencies pertaining to auditing. Writing skills and strong knowledge of VISTA computer applications, and the following software applications; Access, Excel, PowerPoint, and Word. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full year of graduate level education.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort may be required for lifting such as computer paper, books, files, etc.
