This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the US Army Installation Management Command, US Army Garrison, Directorate of Emergency Services, located at Fort Hunter Liggett, CA. This position performs law enforcement and security functions at Fort Hunter Liggett, California.
Duties
Perform a broad range of law enforcement, investigation, crime prevention, traffic control, and community policing.
Respond to and investigate offences against persons and property.
Respond to volatile situations such as terrorist attacks, hostage situations, and armed robbery.
Question and apprehend suspects utilizing the appropriate level of authorized force.
Investigate traffic accidents to include the collection of technical data and interview subjects with knowledge of the accident or incident.
Conduct traffic and security patrols to enforce federal, state, Department of Defense, Department of the Army and local regulations.
Serve as desk sergeant performing operational and administrative duties.
Write incident and activity reports.
Direct, escort, and protect VIPs and visitors.
Provide installation access control.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Must meet the conditions of employment identified in Army Regulation (AR) 190-56; "The Army Civilian Police and Security Guard Program,". Prior to appointment you must agree in writing to adhere to these conditions of employment.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- This position requires the incumbent to carry a firearm, qualify with their assigned weapon and remain proficient in the use of their assigned weapon and police related equipment which may include chemical aerosol irritants and LESD.
- Incumbent must be certified to use police weapons, equipment, cameras, crime scene evidence collecting equipment, and automated police information retrieval systems.
- The position requires the selectee possess and maintain a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
- This position requires certification in cardio pulmonary resuscitation and first aid.
- This position requires you to pass the record Physical Ability Test (PAT) within 30 days of being hired and annually thereafter.
- This position requires the selectee to qualify annually for the Individual Reliability Program (IRP) as explained in IAW 190-56, Chapter 3.
- This position requires an initial and periodic medical examination to assess your ability to take the Physical Ability Test and to perform the essential functions of the job, with or without reasonable accommodation.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Incumbent is required to wear prescribed uniform.
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- This position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
- Applicants must successfully graduate from the United States Army Military Police School Civilian Police Academy within 12 months of hire date; unless incumbent has a current approved waiver/exception from the Office of the Provost Marshal General.

GS-06 Specialized Experience: One year of specialized experience which includes work utilizing basic laws and regulations to maintain order and protect life and property; conducting vehicle or foot patrols; controlling access to restricted areas by verifying credentials; responding to calls for assistance;coordinating with law enforcement and emergency service agencies to render aid; escorting individuals or vehicles; directing traffic; or conducting personal or vehicle searches. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
GS-07 Specialized Experience: One year of specialized experience which includes work utilizing laws and regulations to maintain order and protect life and property; responding to calls for police assistance and emergency situations; coordinating with other law enforcement agencies and emergency services to render aid; arresting and mirandizing suspects; preserving evidence at crime scenes; conducting investigations of crimes and suspected criminal activities; conducting vehicle or foot patrols; writing accident reports; conducting field drug and alcohol testing of suspected offenders; operating radar speed detection devices; or conducting personal or vehicle searches. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
