This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Develops, presents, evaluates, maintains, and modifies complete learning courses.
Performs Police Officer duties independently as necessary to enforce federal laws.
Provides the necessary support for and maintains current training programs/courses for all uniformed police/security personnel.
Independently plans and carries out training sessions within the prescribed course framework.
Carries out studies or analysis of regulatory training requirements.
Requirements
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- The inability to successfully pass; or refusal to conduct the test may result in the tentative or final job offer being withdrawn during the recruitment process; or being removed from Federal service for failure to meet a condition of employment.
- You may be required to sign a ‘Drug Test Statement of Understanding’ if you are selected for this position.
- Successfully graduated from the United States Army Civilian Police Academy; OR successfully graduate within 12 months of hire date;
- OR is a current employee and is considered grandfathered IAW AR 190-56 unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
- Incumbent must meet the requirements of AR 190-56:
---Successfully pass a pre-employment and recurring medical evaluation.
- ---Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
---Comply with and maintain the requirements of the Individual Reliability Program (IRP).
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
- Incumbent in this position is designated as Mission Essential (IAW DoDI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
- Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Official Temporary Duty (TDY) up to 10% of the time may be required.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position has a requirement to lift up to 60 lbs. in the regular performance of duties.
- Incumbent must be able obtain and maintain a valid Secret security investigation.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify you must possess one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes developing and implementing law enforcement training; AND recommending training course and/or training program policy changes and modifications; AND conducting independent investigations; AND directing patrol officers to assist in crime scene processing.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
