Duties
This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As an Information Technology Specialist - Info Sec / Data Management, you will be responsible for providing analysis and technical oversight for Data Warehouse, Geospatial Information Systems (GIS) and HRSA Enterprise Data Science and Analytics Platform (HEDSAP) involving the design, development, implementation, and maintenance of solutions to meet Data Warehouse information systems requirements.
Your major duties and responsibilities include:
Coordinating and reviewing detection of anomalies, possible intrusions, infections, and unauthorized applications.
Serving as a technical resource on current security issues and aids in Risk Management as needed.
Analyzing business requirements, operational processes and identifies cost-effective solutions for both HRSA Internal staff and vendors.
Overseeing and providing software development, database administration, testing, quality assurance, validation, implementation, maintenance activities and scheduling of projects including design, development, implementation, and maintenance of solutions to meet Data Warehouse information systems requirements.
Serving as a technical lead for new and advanced application/data software that affects agency wide systems.
Managing the systems development lifecycle by facilitating business process engineering efforts, systems requirements definitions, and provides oversight for application change management control.
Managing critical projects related to web, data, geospatial and reporting supported by DDIS.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Developing and managing data, information, cloud infrastructure or warehouse systems to support users across multiple organizational divisions.
AND
Implementing and maintaining security controls and backup and disaster recovery strategies for databases to comply with federal Continuity of Operations (COOP) and cyber security mandates.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
INFORMATION TECHNOLOGY DATA MANAGEMENT - Knowledge of the principles, methods, and techniques of information technology (IT) for administering, developing, and implementing database management systems.
INFORMATION SYSTEMS SECURITY - Ensures the confidentiality, integrity, availability, reliability, and non-repudiation of the organization's information contained in and transmitted from systems and networks by implementing security laws, regulations, policies, standards, and control techniques.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
