This position is located within the Department of Veterans Affairs (VA), VHA, VISN 6, at the Fayetteville VAMC, in Fayetteville, NC, within the Outpatient Ambulatory Care Section of the Health Administration Service (HAS). This position serves as the Section Chief for the Outpatient Ambulatory Care. This position will also be required to be available for rotating shifts, weekends, and holidays due to the fact that some of this position's subordinates are required to work these schedules.
Duties
This position manages and leads the programs related to Outpatient Ambulatory Care, which include, but are not limited to medical support staff for Primary Care and Specialty Care clinics; management of the EWL/VCL; etc.
This position performs a full range of first line supervisory duties for (8) GS-0679-08 Supervisory Medical Support Assistant positions and performs a full range of second line supervisory duties for (8) GS-0679-07 Lead Medical Support Assistant, (73) GS-0679-06 Advanced Medical Support Assistants, and (16) GS-0679-05 Medical Support Assistant positions.
These positions are spread-out through multiple locations (which include Fayetteville HCC, Goldsboro, Sanford, Hamlet, and Robeson CBOC locations.)
This position performs/carries out the following supervisory duties: plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Serves as a mentor, coach, instructor, and subject matter expert to direct and indirect reports.
Interviews candidates for positions in the unit.
Recommends appointments, promotions, or reassignments to such positions.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing current information concerning VA regulations and guidelines that affect the administrative operations of the Health Administration Service; reading and interpreting regulations and directives governing eligibility for medical and dental benefit programs; processing inpatient and external patient admissions, transfers and dispositions; working with computerized patient record systems, enrollment system redesigns, and hospital Inquiry systems; determining veterans' health benefits eligibility; ensuring adherence to policies, rules and regulations to assure quality patient care. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. (TRANSCRIPTS REQUIRED)

Examples of specialized experience would typically include, but not limited to: Maintain a system of internal reviews and a quality assurance program to ensure all programs operate at a high level of effectiveness that ensures compliance with standards at accrediting, regulatory and agency authorities; Advise on process improvements for work methods, procedures, organizations, manpower utilization, distribution of work, management controls and information systems for the department; Conduct management studies and projects to collect data on patient demand, trends and bed utilization and developing computer project applications for the medical centers; Utilize registration and scheduling applications to investigate and compose responses to Controlled Correspondence for denied benefits.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR,3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond undergraduate. The total percentages must equal at least 100 percent to qualify for the grade level.

Physical Requirements: The work of this position is primarily sedentary, but does occasionally require some short periods of walking, bending, stooping, and carrying of light objects, such as manuals, documents, etc., weighing no more than 20 pounds. Occasional travel is required. No special physical demands are required by the work of this position.
