The Tuscaloosa VA is recruiting for a Program Analyst (Clinic Profile Manager) to work in Clinic Practice Management Service. This position is the Clinic Profiler for the medical facility and satellite clinics/healthcare system (Facility). This position provides a high level of complex & highly skilled support related to provider profile management. Coordinates clinical/provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance.

Duties

The Program Analyst facilitates and manages clinic profiles including clinic setup, clinic maintenance, and is primarily responsible for Clinic Profile Management and data quality reporting initiatives as they relate to comprehensive software applications involved in clinic profile management and scheduling with a concentration on advanced clinic access principles. This position plays a vital role in responsibilities for reporting and assuring accuracy, uniformity, and standardization of workload data by partnering with clinical services to establish and communicate pertinent clinic reports for setup and management of clinic data profiles in various Veterans Health Administration technology systems as well as ensuring all clinic scheduling issues are addressed and executed in a timely, consistent, and comprehensive manner. The Clinic Profile Manager has continuing responsibility for clinic profiling and analysis and provides the following services to include but not limited to: Interprets national policies and procedures, developing and implementing local standards, defining requirements and providing advice to top management on related issues pertaining to clinic/provider profile management. Ensures that completed profiles reflect national, network and local goals, directives, and policies. Integrates advanced clinic access (ACA) principles and initiatives, outpatient scheduling directive mandates, ambulatory data capture and workload rules and regulations, coding and billing criteria, MCA requirements into clinic structures. Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the Facility. Provides technical advice to clinic personnel primarily at the clinic director and Patient Service Line (PSL) management level regarding scheduling, clinic profiles and workload. Facilitates efficient and effective communication between Program Analysts (ADPAC)s, MCA, encounter form specialists, billing specialists, and assigned service to ensure accuracy of workload transmission and when new scheduling software is installed/implemented. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze situations, presenting and offering solutions to issues related to clinic access principles, scheduling, and clinic setup. Provide information and analysis of clinic grids and access and report findings to various service lines. Ability to locate and interpret appropriate applicable regulations. Thorough knowledge of insurance intake processes, specialized medical billing programs and knowledge of how they interrelate to the VA health care system services and programs In depth practical knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.), fileman and other applications pertinent to outpatient clinic profile management and data collection. Research/analyze problems, issues, and/or program requirements; analyze clinic access administrative and clinical issues; determine pertinent issues and collects relevant information from a variety of sources. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. OR, Combination: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Data Management Quality Assurance Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; however, walking, bending, stooping, standing, stretching, carrying objects and lifting are customary physical demands of the position.
