The incumbent serves as Deputy Chief in the Business Administration Service (BAS) for VA Southern Nevada Healthcare System (VASNHS). Incumbent reports directly to the Chief of Business Administration Service, providing leadership and managerial support for substantial operations to fulfill VA mission and provides a high-level of leadership support to BAS, senior leadership and the clinical services..
Duties
Major duties include but are not limited to:
Oversees all critical programs in conjunction with the Chief, BAS to include supervisory duties of all section chiefs and managers and will provide direct supervision and leadership to section chiefs within BAS and work with the section chiefs to ensure day to day operations proceed with precision and purposeful leadership skill.
Serves under the direct supervision of the Chief, Business Administration Service and may be asked to serve as Acting Chief, Business Administration Service in his/her absence.
Assists the Chief, Business Administration Service in all duties as assigned. Incumbent writes, reviews and develops policies as it relates to the sections that he/she directly supervises.
Effectively evaluates programs for efficiency and productivity to support healthcare systems in patient administration.
Supports the Chief Business Administration Service in analysis for increased utilization and optimization of BAS programs.
Responsible for leading BAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to all clinical areas to include any Lead or supervisory staff in those sections.
Oversees contracts and fiscal management as it relates to various BAS programs.
Work Schedule: Full Time, Monday through Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of qualitative and/or quantitative methods for an assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Extensive knowledge of various VA directives, Healthcare System policies and publications pertinent to patient care, (i.e., monetary benefits, methods of applying for death benefits, eligibility for care, etc.) and the priorities associated to them, (i.e., travel regulations). Analyzes situations to determine what decisions can be made or if advice of a higher authority is needed on special problems that may involve public relations. Broad knowledge and experience in the field of patient administration, inpatient and outpatient, medical records and related fields of Health administration.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
