The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 436th Operations Support Squadron (OSS).

Duties

Plans, organizes, and directs the activities of 436th OSS, Aircrew Training Flight, ensuring that 436th Airlift Wing Weapon System Trainers complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 436th Operations Group with a variety of installation and functional area organizations. Applies aviation experience and serves as senior technical expert and focal point for aircrew training policies and requirements. Develops, formulates, and implements new or revises aircrew training policies, procedures, and/or guidance for air refueling, airlift and continuation training.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to act as Flight Commander in the event of his/her absence.
  • Aircrew experience and officer management and leadership skills are highly desirable.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc., when supporting an exercise or real world contingency operations.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military operations planning as it applies to assigned programs, operations, weapon systems, personnel readiness, tactics, and strategy in support of major military operations such as war, mobilization, deployment, exercise, ISR, special operations, command and control, airlift, refueling, or similar operations; Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same; Ability to communicate effectively, both orally and in writing to negotiate complex issues and maintain positive working relationships. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military operations planning as it applies to assigned programs, operations, weapon systems, personnel readiness, tactics, and strategy in support of major military operations such as war, mobilization, deployment, exercise, ISR, special operations, command and control, airlift, refueling, or similar operations. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. Knowledge of DoD, Air Force and Command regulations and directions for Acquisition of Services, Quality Assurance, Contracts, Configuration Management, Government Property, Safety, Metrology, Acceptance Testing, Hazmat, Facility Management, and Information and Industrial Security. Knowledge of Aircrew Training System (ATS) and Maintenance Training System (MTS) contracts and activities. Skills of fact-finding and coordinating techniques to obtain information and coordinate mission requirements, plan operations, ensure personnel readiness coordinate training program requirements; and apply related regulations, principles, and peculiarities associated with scheduling functions related to air mobility programs. Skills to plan and accomplish a wide variety of concurrent tasks to achieve specific program goals such as applying Air Force upgrade standards to local upgrade programs, working with contracts, processing aircrew training waivers, adhering to Programmed Flying Training (PFT) allocation process and adapting to the changing command requirements, and scheduling aircrew training and aircraft sorties. Skills of identifying requirements, allocates, and effectively uses information, personnel, time, and other resources necessary for mission accomplishment; establishes appropriate courses of action for self and/or others to accomplish specific goals; develops evaluation criteria and tracking systems for monitoring goal progress and accomplishment; and specifies objectives, schedules, and priorities. Ability to plan, organize, and direct functions; mentor, motivate, and apprise the staff of a small to medium sized organization through subordinates; and ability to apply agency personnel, safety, and security regulations, practices, and procedures; Ability to communicate effectively, both orally and in writing to negotiate complex issues and maintain positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
