This position is part of the Air Force Elements, U.S. Transportation Command. As Action Officer, the incumbent serves as the senior budget analyst with technical authority for crosscutting fiscal policy support of USTRANSCOM financial programs and initiatives.
Duties
As a BUDGET ANALYST at the GS-0560-13 some of your typical work assignments may include:
Technical authority for fiscal policy issues for USTRANSCOM. Researches, evaluates, and makes decisions concerning the propriety of use of different fund types.
Analyzes plans, programs, DoD, USTRANSCOM regulations and higher authority directives for impact on existing command policies and decisions.
Develops new funding policies and procedures.
Serves as USTRANSCOM senior analyst for initiating actions to improve or institute new DOD, Air Force, and USTRANSCOM programming, budgeting, and funding policies and procedures.
Analyzes, evaluates, advocates and tracks USTRANSCOM programs (airlift, sealift, overland and terminal operations) during all phases of the DOD Program, Planning, Budgeting and Execution (PPBE) process.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the next lower grade level (GS-12) or equivalent under other pay systems in the Federal service, military, or private sector:
Coordinating with Judge Advocate, General Counsel, and Fiscal Law offices to resolve questions concerning Authorization and Appropriation Acts, fiscal laws, policies, DoD and Service Component financial management instructions, regulations, and manuals including the DoD Financial Management Regulation (FMR); working capital or appropriated funds and governing financial management policies and directives.
Advising on the use of funds and of the federal budget process, DoD and Air Force financial management systems, including funding policies prescribed in DoD and Air Force, Army, Navy directives, instructions and regulations.
Developing and preparing funding guidance which is acceptable for use by management and functional directors, and suitable for incorporation in higher echelon regulations and policy instructions.
Working with DoD senior executive management, a variety of Program Managers, and financial analysts responsible for complex programs and services when recommendations require extensive changes in established procedures or conflict with management's desires.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
