This position is located in the Veterans Benefits Administration, Compensation Service. As a Program Analyst, you will be part of a fast-paced and results driven team focused on maintaining and enhancing existing systems while building out new system products that will enable field users to process claims more efficiently and effectively. If selected, you will serve as a program analyst advising leadership on project matters relevant to systems planning, operations planning and implementation.

Duties

MAJOR DUTIES: Serves as an advisor to the Chiefs and Assistant Director of the Systems Support and Operational Review Staff, Compensation Service regarding VBA program issues and serves as representative and liaison to corresponding staff offices within the Veterans Benefits Administration on systems enhancements to improve claims processing delivery. Works with executives, managers, technical staff and subject matter experts to implement Compensation Service initiatives. Coordinates and encourages the sharing of knowledge and experience, and documents "best practice" for launching successful implementation efforts. Collaborates with internal and external stakeholders to identify potential system enhancements that would improve the delivery of compensation benefits for Veterans. Documents, evaluates, and delivers proposals for systems enhancements that would improve the processing and delivery of compensation benefits Develops and defends strategic plans, acquisitions/investment strategies and policy for business systems development efforts. Works with stakeholders to develop and deliver training materials that support the deployment of systems enhancements to improve compensation benefits processing and delivery. Serves as the primary point of contact for Compensation Service to other VBA Business Lines on business matters relative to existing and future applications that support Compensation benefits, quality assurance and data. Coordinates with other VBA Business Lines, OBI and OI&T regarding legislative proposals and specific regulatory/procedural changes needed for successful implementation of required changes. Ensures Compensation Service initiatives and existing business systems concepts are consistent with existing and evolving business practices, procurement and financial management policies. Participates in all phases of organizational and management activities significant to Compensation Service business systems. Specifically, provides executive level oversight for the integration and life cycle management of systems to ensure viable support is available to sustain Compensation Service business line programs. Performs and directs significantly complex activities concerned with facilitating national implementation of business system initiatives in support of Compensation Service. This requires the promotion and assurance of standardization and consistency of validated concepts; development of test site criteria from which to monitor the performance of baseline indicators or other established measures; facilitation of the deployment process of major new work design components for VBA field stations; and coordination of highly enterprising activities related to the design and development of enhanced infrastructures, including the acquisition of state-of-the art telecommunications, information systems, training tools and materials. The incumbent prepares, supervises the preparation, or assists in the preparation of the project initiation request and/or business and functional requirements document for new or enhanced business systems; identifies user business requirements that are incomplete, inconsistent or impractical and recommends alternatives. Performs other duties as assigned. Promotion Potential: There is no grade progression for this position, full performance potential level will remain at GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/08/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: SPECIALIZED EXPERIENCE: Disability Compensation Claims processing experience AND Experience presenting in front of groups (i.e. delivering training materials, system information, congressional responses). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
