About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Duties
Serve as a Public Affairs Specialist for the U.S. Army Corps of Engineers, Walla Walla District.
Responsible for researching, writing, and disseminating sensitive, critical, or complex information and producing appropriate and varied communication products.
Prepares public affairs communication products to promote understanding of District programs, projects, goals, objectives, and policies that involve complex issues and messages.
Prepare and disseminate products such as news releases, articles, speeches, briefings, photographs with captions, videos and interviews.
Arrange and prepare materials for news conferences, interviews, and media tours.
Works as a PAO communications planner and product editor and reviewer.
Capture still and motion imagery using digital photographic and video cameras and related equipment for internal and external audiences.
Work directly and collaboratively with subject matter experts and content providers to design pages, prepare/approve content, and make changes to content as needed for publishing on internal and external website.
Identify opportunities and evaluate best method to reach targeted audiences via social media.
Respond to queries from reporters, customers, and the public.
Conduct public affairs planning on basic topics.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a state issued driver's license.
- Must be able to lift and carry up to 25 pounds of equipment.
- Must be willing to go travel to perform duties of position.

GS-9 Specialized Experience: One year of specialized experience which includes experience with planning public affairs operations to include (1) Experience producing content for a variety of public audiences through print, videography, photography, and/or social media; (2) writing web and/or social media content; and/or (3) combine and process information from different sources in a professional setting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes experience (1) planning public affairs events and operations, (2) developing and reviewing social media activities and postings, (3) preparing news releases, professional photography, videos, web products, talking points, and/or other materials for public audience (4) reviewing all media types and AP Style writing (5) Experience combining and processing diverse content for a variety of public audiences through at least three of the following: print, videography, photography, and social media. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Public Affairs.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
