This position is in the Strategic Program Management Office (SPMO), Veterans Benefits Administration (VBA) in the Department of Veterans Affairs. SPMO directs and coordinates VBA's transformation and innovation efforts to achieve strategic goals by focusing on a culture centered on advocacy for Veterans, reengineering business processes, and technology and infrastructure. The Management Analyst acts as a consultant and confidential advisor to the Executive Management Officer (EMO) of SPMO.

Duties

Specific duties include: Plans, formulates, coordinates, directs, and evaluates various personnel programs designed to address the human resource needs of SPMO. Advises on the most cost-effective and efficient way to accomplish SPMO's mission through management of its human resources. Formulates and implements SPMO policy regarding position management, capability assessment, pay administration, employee relations and labor relations. Applies knowledge of a variety of personnel management specialties and a working knowledge of automation, budget, manpower, management analysis and workforce structure management. Confidential advisor to management on adverse actions. Conduit to HR for processing awards. Provides guidance to management on awards, structuring the awards program, tracking awards allocations and use, getting paperwork through to HR and making sure employees are paid. Serves as SPMO's designated Training Program Administrator. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Leads cross-functional teams to develop and implement initiatives within SPMO designed to improve availability and use of workload/staffing data to drive operational decision making, to address employee-driven data from sources such as the All-Employee Survey and SPMO Customer Experience surveys, and to enhance SPMO operations in areas of human resource management, manpower analysis, succession planning, and other areas under the purview of SPMO's internal HRM programs. Provides guidance to staff members on methods for analyzing workload data, interpreting trends and taking appropriate actions, to include elevating issues and recommendations to the Under Secretary. Coordinates development of work plan ensuring major tasks are identified and is responsible for tracking the plan's accomplishment. Prepares reports to the EMO on accomplishments and works with responsible program area to resolve problems in fulfilling planned activities. Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/06/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically in or related to the work of the position to be filled. Seasoned technical judgment in all functional areas of personnel. Demonstrates ability to serve as HR liaison (first point of contact with HR), prepare recruitment and hiring actions, and craft recruitment strategy, evaluation strategy, crediting plans and performance management frameworks. Skill in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues and problems concerning administrative support functions (e.g. human capital management, budget, agreements, purchasing and contracting, facilities management). Ability to prepare analytical reports and other written documents which clearly present the facts, issues, and recommendations. Knowledge of the rules, regulations, methods, procedures and practices in a wide variety of administrative management areas (i.e., human capital management, budget, finance, contracting and procurement, facilities, personal property, and extramural agreements). Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations. Includes oral and written communication, influencing/negotiating, partnering, interpersonal skills, and political savvy. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Position is sedentary.
