This position is located in the Quality, Safety & Innovation Service at VA Central Ohio Health Care System - Chalmers P. Wylie Veterans Outpatient Clinic in Columbus, OH. The primary purpose of this position is to implement a performance Improvement Program at the Healthcare System Level and to develop an infrastructure for cultural change to advance the organization's journey to full implementation of High Reliability.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The Program Analyst is responsible for delivering Performance Improvement techniques to a broad array of programs and services throughout the organization, including LEAN Principles, Coaching, Project Management, and Training. Major duties and responsibilities include but not limited to:
Acting as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the organization
Organizing, directing, controlling and coordinating group activities in a timely and effective manner
Converting data into numerous formats using advanced statistical models including statistical process control charts, histograms, paretto charts, etc.
Defining a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level
Leading a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process and project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project
Identifying various solutions approaches and when necessary, further leads them through prioritizing exercises with tools like affinity diagrams, PICK Charts and multi-voting
Creating designs of experiment that align to project goals and team developed solutions
Developing control plans, communication plans, risk management plans, and through closeout of the project
Serving as the Program Manager supporting new programs/initiatives that align directly with the journey to high reliability
Utilizing knowledge of the VHACO's performance standards, quality and performance improvement principles, regulations and precedent decisions to assist the organization in providing policy and technical guidance
Providing leadership, direction and control of the implementation of HRO activities across the organization, including developing appropriate controls to assure standardization in use of evidence-based processes and guidance
Providing consultation to executive, service line, and program leadership by leveraging VA data analytics resources
Planning and conducting studies directed at reducing errors due to cognitive overloading and human- computer interaction failure
Identifying systems designs problems that contribute to human errors, alternative systems, and processes based on Lean/Systems Redesign/Systems Engineering principles
Developing statistical, graphical, narrative reports, and benchmarks and assigning a schedule or priority level to a potential project based on the needs of the organization and developing local data metrics and dashboards
Aligning appropriate performance improvement teams and resources, project scopes, and value streams, strategic and operational plans
Identifying projects critical to improving quality outcomes and maximize return on investment of utilized resources
Developing and refining information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity, and tangible benefits
Incorporating recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products or services or making other changes
Preparing complete and fully documented studies for review of work teams, Committees and Leadership
Delivering written and verbal training materials and provides instruction on LEAN, Systems Redesign, project management, statistics, coaching, facilitation and leadership or other improvement methodologies, principles and tools
Leading teams through development of control strategies, to ensure project solutions are sustained after the project lifecycle
Performing other related duties as assigned

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Program Analyst in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying specialized experience is experience managing/assisting with managing clinical or non-clinical projects in a healthcare setting and evaluating and making recommendations regarding health care delivery systems, which may include but not limited to: developing, reporting, presenting, recommending and proposals; planning and developing projects studies or projects; making recommendations on operating programs; evaluating and making recommendations regarding programs; facilitating, coaching and training audience through the life cycle of performance improvement projects; and assisting with studies concerning the efficiency and effectiveness of a program. Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education, as described above. Only graduate education in excess of the amount required for the next lower grade level (i.e., 2 full years of progressively higher level graduate education leading to Master's degree or equivalent graduate degree, which is 36 semester hours) may be used to qualify applicants for positions at grade at GS-11. Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies and papers. The incumbent may be required to move wheeled tables and chairs as needed for training or conferences. At other times the work is sedentary, requiring the use of a computer.
