Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 position, the candidate must have at least one year of experience at the GS-13 level, described as experience evaluating, structuring, negotiating, documenting, and monitoring large public and project finance infrastructure loans pre- and post-closing.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to conduct quantitative and qualitative credit evaluations.
Ability to determine the appropriate loan terms and conditions.
Skill negotiating mutually agreeable loan agreements that are compliant with statutes and regulation.
Ability to monitor and evaluate loans.
Skill in written communication.
Ability to develop financial policies/procedures for complex and novel financial transactions.
Ability to provide expert advice to senior level stakeholders.
Ability to provide complicated information and advice to a wide variety of audiences.
Ability to manage contract and/or grants.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience
Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
