Duties
This position is in the Office of the Chief Information Officer (OCIO) Division of IT Asset and Configuration Management. The Division plays a vital role in ensuring the effective management of IT assets and configuration items. By carrying out these tasks, the Division helps to reduce costs, improve efficiency, and ensure compliance with regulations. Major duties of this position include, but are not limited too:
Manages IT assets, including their quantity, location, ownership, and lifecycle milestones, and provides OCIO with asset management reporting and analysis.
Oversees laptop and desktop Life-Cycle Refresh planning and execution.
Tags and tracks software licenses, including their quantity, location, ownership, and lifecycle milestones.
Keeps abreast of the latest IT innovations, guidelines, and standards related to the Clinger-Cohen Act, FISMA, and ITIL. Influences the Agency's adoption and use of the ESA's Project Management Lifecycle methodology and standard practices, which is instrumental for change management initiatives for OCIO.
Manages the processes to accept, prioritize, and classify changes and demands for IT services.
Advises other IT experts throughout the Agency on various situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the "Specialized Experience" to qualify for IT Specialist, as described below.
For GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes: satisfying customer demands/solving service breakdowns, monitoring capacity and availability, and handling ordinary operational tasks. The operational functions align with the purpose of the OMB IT Reform model, mainly focusing on providing "commodity" IT services needed to achieve optimal delivery of IT services to the end users while preserving stability and continuity of service.
Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
