This Supervisory Program Analyst position is located within the Department of Veterans Affairs, Office of Integrated Veteran Care, should be Integrated External Networks (IEN) and Family Member Programs (VFMP) Directorate; Civilian Health and Medical Program with the position being organizationally assigned to one of four departments: responsible for supporting the PMO/Chief with all Department quality program management, to include, continuous process improvement and change management.
Duties
Duties include, but may not be limited to:
Serves as the primary departmental point of contact on all quality, strategic planning, process improvement, risk management, and change management related functions at the Directorate and Executive Directorate level.
Responsible for identifying all training requirements for the Department, to include basic skills for all new Program Analysts, Voucher Examiners and Senior Voucher Examiners.
Performs research and development functions for the Department/Directorate as it continues to grow and expand its mission.
Assigns work based on priorities, selective consideration of the difficulty of the assignments and the capabilities of the employees. Evaluates work performance of subordinates.
Provides oversight that requires substantial coordination and integration of a number of major work assignments, projects, program analysis (to include quantitative and qualitative).
Work Schedule: M-F, 8 hour shift between 6AM-4:30PM (TBD by Supervisor)

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education escribed below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of general quality control/evaluation principles related to the management and administration of CAR VFMP quality programs.
Ability to develop and recommend changes in program objectives to insure sound utilization of manpower, money, and material resources.
Responsible for directly supervising two (2) GS-0343-11 Program Analysts (PA).
Responsible for ensuring CHAMPVA provides benefits as a secondary payer when required, thus further avoiding potential improper payments.
Ability to apply specific policies and guidance where no precedent exists involving extensive and diverse issues never dealt with by the VA.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work of this position involves movement throughout the Department/Directorate. Work is performed in a highly stressful environment with constant changing priorities. No special physical qualifications are required.
