Duties
The primary purpose of this position is to serve as Air Component Joint Data Network Officer (JDNO) in the 608 Air Operations Center with responsibility directed in CJCSM 3115.01B for directing the activities of the Common Tactical Picture (CTP) Management Cell for USSTRATCOM on behalf of the Division Chief, AOC director, C-MAJCOM, and Theater JFACC.
Functions as Air Component Joint Data Network Officer (JDNO) as well as Global Command and Control System
Joint (GCCS-J) technical expert/advisor to leadership on operation, maintenance, and configuration of the air and
space Common Tactical Picture (CTP).
Maintains CTP Manager qualification provides advanced operational training and advice including over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.
Establishes, develops and maintains effective work relationships with PACOM Theater JICO and JTF JDNO who are the focal points for coordinating and modifying the tactical data link and CTP networks and for execution of all CJCSM 6120.01D and CJCSM 3115.01B procedures operating in STRATCOM.
Serves as Division representative and GCCS-J expert.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Joint Data Network Officer (JDNO) qualified expert with a comprehensive range of COP and CTP concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience; knowledge of specialized practical and theoretical knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent. Ability to research and solve interoperability problems with a wide variety of complex interactions, knowledge of AOC system applications and technical processes for the effective and efficient utilization of technology resources and extensive knowledge of military command structures at the tactical and operational levels of war.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Qualified and knowledgeable of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipment.
2. Knowledge of the mission, roles, functions, organizational structures and operations of coalition, joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations.
3. Ability to plan, organize, and direct the functions of an organization and subordinate organizations. Ability to plan, organize, and reprioritize work to meet changing deadlines.
4. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians.
5. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions.
6. Ability to develop and conduct training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing.
Knowledge of required security and safety regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
