About the Position:
This position will be filled on a Permanent basis.
Duties
Advises on matters and issues pertaining to the development, acquisition, implementation, and operational oversight/management of managed health care programs and contracts.
Develops protocols and mechanisms to monitor the delivery of managed health care services and the cost of health care provided under DoD programs, including TRICARE, DoD's managed healthcare program.
Develops policies and procedures to implement Congressional mandates, prepares legislative proposals seeking statutory authority necessary to effect policy changes.
Assesses industry and government agency activities and their applicability to the Military Health System.
Analyzes potential improvements to existing DoD health care delivery and financing programs and develops plans and strategies for new programs.
Participates in various interagency and DoD meetings as a source of expertise on health matters in his/her assigned area of responsibility.
Maintains contact with private and public organizations and other government agencies to keep abreast of pertinent program areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience for the GS-14
Specialized Experience: One year of specialized experience which includes researching statutes, regulations, and administrative guidelines governing operation of the military health services system to determine potential systems improvements; analyzing operating programs, such as Military Treatment Facilities and TRICARE; and monitoring contractor performance to ensure contracted services comply with policies and contractual requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
