About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the Office of the Chief of Staff of the Army, Program Mangement Directorate located at the Pentagon, Washington DC.
Duties
Serves as the Budget Analyst with responsibility for the execution of the annual operation budget for the assigned program.
Responsible for long term tracking of un-liquidated and un-obligated prior year funds for a timeframe of five years..
Identifies and analyzes the receipt of funds for obligation, and execute funds within assigned area to ensure 100% account execution to support program objectives.
Executes funding for civilian salaries and temporary duty (TDY).
Develops quarterly reconciliation reports for customer submission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty (TDY) travel may be required at 25% or less of the time.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position, failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes implementing budget policy and procedures; identifying and analyzing spending trends, obligations, expenditures, and reimbursements; AND providing financial advisory services for assigned portions of the organization's budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
