About the Position: *Position may be filled as a temporary promotion/reassignment NTE 24 April 2025 by a current permanent Army employee. Temporary promotions/reassignments may be extended up to a maximum of five years and may be made permanent without further competition. *Position may be filled as a term appointment NTE 24 April 2025, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years. *This is an obligated position.

Duties

As an Army Substance Abuse Program (ASAP) Specialist (Prevention Coordinator/Risk Reduction Program/Suicide Prevention Program Manager), you will develop and administer an installation-wide ASAP prevention and education program. Serve as a manager of the installation Risk Reduction Program. Serve as a manager of the installation Suicide Prevention Program. Develop and participate in the development of local policies, procedures and directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • Term employment is subject to a one year trail period. Employees serving a trail period can be removed with limited appeal rights.
  • This is a Term position scheduled to last 24 April 2025. A Term position may be extended to a maximum of eight years depending upon the needs of management.
  • Position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Army Substance Abuse Program (ASAP) Specialist (Prevention Coordinator /Risk Reduction Program/Suicide Prevention Program Management): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Developing and/or implementing high-risk prevention strategies such as substance abuse, suicide prevention for a target population. Coordinating training programs for unit prevention leader, civilian employees and civilian/military personnel in supervisory/management positions and, developing training and/or lesson plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
