THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0301-09 MOBILIZATION AND DEPLOYMENT SPECIALIST (TITLE 32), Position Description Number D2025000 in SPMD 1326 and is part of the MO Directorate of Manpower and Personnel.
APPOINTMENT FACTORS: This is a Permanent/Indefinite Excepted Service position. This is a non-bargaining unit position.SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Develops, coordinates, and distributes guidelines for formalizing and structuring Soldier Readiness Processing and Soldier Readiness Checks at all levels, to include company, battalion, and brigade levels.
Monitors, compiles, and communicates overall statistics of deploying units to requesting agencies.
Performs and provides guidance to all personnel and administrative actions related to SRP processing.
Assists in developing and coordination of appropriated and non appropriated funds budgets to support the SPR activities.

Makes immediate decisions to realign resources towards the resolution of SRP site specific problems of limited scope.
Establishes and continually reviews, updates and develops complex administrative procedures that affect the orderly and efficient flow of work within the SRP and overall HR portion of the mobilization of the unit.
Assists and advises action officers on all procedural and administrative aspects of staff actions.
Provides guidance on appropriate response to action or often prepares response, if appropriate, base on knowledge of subject matter.
Reviews and evaluates all special projects and action papers submitted to ensure that the material is properly related to the basic issue or request.
Maintains Soldier Readiness Processing (SRP) master calendars and related appointment/meeting schedules.
Coordinates and arranges various meetings and conference events.
Prepares agendas for meeting and conferences, and accurately documents and publishes summary of minutes from meetings and conferences.
Performs other duties as assigned.
Requirements
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- Any other individual selected for this position will be Indefinite.
- Management has the right to convert this position to permanent status without re-advertising.
- Employment can be terminated with a 30 day notice.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

- This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education, and/or training which provided you with a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems.
GS-09 SPECIALIZED EXPERIENCE:Must possess 24 months of specialized experience which demonstrates your ability to develop, implement, coordinate, manage, and direct a SRP; collect, evaluate, disseminate information, and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures; and establish and maintain effective working relationships using tact and diplomacy, interacting with individuals, families and other governmental agencies and not for profit organizations. The specialized experience must also demonstrate your ability to evaluate and recommend policy; organize and carry out specific programs; evaluate and recommend changes in methods of operation; and prepare written communications, oral presentations, and conduct seminars.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
