THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a GS-0301-14 DIRECTOR OF STAFF - AIR (TITLE 32), Position Description Number D2414000 and is part of the MO HQ Missouri Air National Guard. APPOINTMENT FACTORS: This position is a Temporary Promotion vacancy NTE one year in the Excepted Service. This is a non-bargaining position.

Duties

Serves as the principal full-time representative and spokesperson of the Air National Guard (ANG) senior leadership on the Adjutant General's joint Army/Air National Guard state headquarters staff. Serves as the senior ANG manager of the statewide programs conducted under the direction of The Adjutant General (TAG) and for the National Guard Bureau (NGB). Develops and institutes force development and force management plans and programs which ensure units meet future federal and state readiness requirements. Executes delegated authorities granted by the State Adjutant General. Directly, and through a subordinate supervisor, manages federal and state employees of the headquarters. Advises on a wide-range of complex and sensitive issues in matters such as logistics, Command, Control Communications, and Computers (C4) ensuring they meet established guidelines, directives and laws. Advises on a wide-range of complex and sensitive issues in matters such as budget planning and oversight ensuring they meet established guidelines, directives and laws. Resolves difficult and sensitive mission oriented problems identified through audits, inspections, complaints or investigations. Authorizes and signs policy, procedures and correspondence on behalf of the Adjutant General or the Deputy/Assistant Adjutant General for Air. Applies thorough and extensive knowledge of USAF/ANG organizational structures, missions, and objectives in the management of ANG missions/programs. Functions as the State executive for formulating near-term goals and long-range strategic plans. Plans and integrates a wide range of resources and people from varied weapon systems and disciplines within the ANG. Determines future needs and requirements for the Air National Guard utilizing the results of the processes that serve as the long-range guide for the Adjutant General, Deputy/Assistant Adjutant General for Air and civilian officials. Provide analysis to support the National Defense Strategy and emerging missions for the Air National Guard. Determines state recruitment and retention goals, policies and procedures to meet mission requirements. Serves as the ANG coordinator for the State Partnership Program and maintains liaison with military officials and representatives of the respective partnership nations. Initiates contacts and maintains liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives. Reviews and validates analysis and recommendations requested by legislative and other public officials for information or constituent inquiries. Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion. Maximum Military Grade - Col (O-6) Minimum Military Grade - Maj (O-4) Title 32 National Guard employees will not be militarily senior to their full-time supervisor. GENERAL EXPERIENCE: Must possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems. GS-14 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience in administrative, supervisory, managerial, professional or technical work which demonstrates your ability to oversee the development, execution, and evaluation of programs and policies pertaining to the command, control, operation and management of the Air National Guard. The specialized experience must also demonstrate your ability to develop and recommend policy; organize and carry out specific programs; evaluate and recommend changes in methods of operations; support, analyze and evaluate major administrative aspects of substantive, mission-oriented programs, which includes the development of long-range program plans, goals, objectives; develop new ways to resolve major administrative problems; and develop new criteria for measuring program accomplishments. Experience in managing the function of the work to be performed; and lead, direct and assign work of personnel.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
