THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is a GS-0301-11 YELLOW RIBBON PROGRAM COORDINATOR (TITLE 32), Position Description Number D2018000 in and is part of the MO Family and Warrior Support Division.
APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Manages the Yellow Ribbon Program for the State/Territory by planning, developing, coordinating, and implementing the National Guard Yellow Ribbon Programs in accordance with NGB policy and guidelines.
Coordinates with leadership to schedule events relating to the Alert, Pre-Mobilization, Mobilization, and the 30, 60, 90 Day Post-Deployment Reintegration, placing special emphasis to the Soldiers and Family Members needs.
Serves as the Primary Point of Contact responsible for planning, developing, and coordinating event activities based on the needs of the deploying personnel and their families and standard course curriculum set forth by NGB.
Responsible for requesting funding for events, and contracting conference facilities, lodging, meals, and professional onsite child care.
Continually evaluates course curriculum to identify opportunities for improvement and to better serve our soldiers and families.
Evaluates and analyzes feedback from soldiers and families revising program objectives, visual aids, and handouts.
Serves as the principal point of contact regarding the Yellow Ribbon Programs and is charged with collaborating with various organizations for outreach opportunities, support services, training, policy interpretation, and research.
Serves as the Program's Fiscal Resource Manager responsible for submitting the proposed budget requests for consideration based on short and long term forecasts of planned deployment support activities.
Designs and sends out training needs surveys to soldiers and their families. and analyzes survey results.
Develops and provides justification for the training and travel budget and serves as program manager for both.
May direct the daily activities of a small staff assigned to assist in carrying out the operations of the state.
Assures the effective and efficient administration of activities supervised.
Plans work to be accomplished by the team, responsible for setting and adjusting short term priorities.
Assigns work to team members based on mission requirements; provides input to the supervisor on performance evaluations.
Advises, counsels or instructs new employees on both work and administrative matters. ; identifies training needs of employees and assures the quality of training; and develop performance standards.
Participate in interviewing candidates for vacant positions and recommends selections; elevates and administers disciplinary measures.
Performs other duties as assigned.
Requirements
- May be required to successfully complete a probationary period.
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- Any other individual selected for this position will be Indefinite.
- Management has the right to convert this position to permanent status without re-advertising.
- Indefinite employment can be terminated with a 30 day notice.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

- This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications
MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education, and/or training which provided you with a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems.
GS-11 SPECIALIZED EXPERIENCE: Must have 36 months of specialized experience which demonstrates the ability to plan, coordinate, implement, execute and manage the events associated with the Yellow Ribbon Programs; administer a program that provided information about help for individual and family social problems; and provide programs that address such problems or offer referrals to social service programs; ability to evaluate and recommend policy; organize and carry out specific programs; and ability to evaluate and recommend changes in methods of operation; and prepare written communications and oral presentations. The specialized experience must also demonstrate experience managing the function of work to be performed and experience leading, directing and assigning work of personnel.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
