Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Administrative Officer (AO) this position will function at the Cincinnati VA Medical Center . This position is not virtual or telework approved and the incumbent will be required to physically be onsite.

Duties

The incumbent will assist the Supervisory Employee and Labor Relations and the Supervisory Recruitment and Placement Specialists by permitting them freedom to concentrate on the major aspects of the service. Responsible for the smooth flow of communication, time, commitments and special projects coming into the office. Incumbent reviews incoming documents for disposition and responds to requests for information via the appropriate oral, printed or electronic mail response. Program Management 40% Skills, knowledge and understanding of management principles, practices, methods and techniques. Responsible for providing, securing and negotiating for the resources or services needed to manage and run the services of responsibility. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. Incumbent is authorized to be approving official for orders for supplies, services, and equipment. The incumbent reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. The incumbent is also charged with the responsibility of operating within the authorized budget. Coordinates administrative support services to ensure that inquiries, suspense management, correspondence, and actions for the services are addressed as required. Interprets administrative policies, assists in the development of section policies, Standard Operating Procedures and/or provide advice to section Supervisors on related issues. Applies new policies, provide advice on requirements, and maintain administrative systems. Assures that office functions run smoothly and efficiently with optimal use of technologies including document storage, scanning and document organizations. Reports Management 15% Assists in the development of action items such as data calls, FOIA and GAO requests, HCA submittals, and congressional inquiries. Budget and Fiscal Administration 15% Develops the need for and maintains an awareness of available resources and makes recommendations regarding needs, distribution or redistribution of these resources. Incumbent gathers and analyzes budget needs of the program and assists in all phases of budgeting within administrative requirements. Assist in the formulation of annual budget including salaries, travel, supplies, equipment, IT and all other general operating expenses. Assembles and compiles budget information (including forecasts) applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Strategic and Operational Planning 15% Assists to coordinate the needs of the sections based on both long and short-range policies and plans. Assists in the development and implementation of policies and procedures for the sections. Assists to define the goal to be met, will envision alternative policies, recommends a course of action, and implements the alternative chosen. The incumbent will recognize the need for new polices and bring such policies to the attention of the section Supervisor. The policies and procedures dealt with are for all the various aspects of the Human Resources program including, staffing, classification, employee relations, and related areas. Ensures performance ratings are submitted in a timely manner in accordance with regulatory guidance. Makes recommendations for the development, evaluation, and modification of sections structure and systems to achieve program goals. Analyses and interprets workload and other data used in resource planning. Supports special initiatives and teams tasked with process improvements and standardization. Human Resources 15% Assists with personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent listens to problems and concerns of section employees and helps when possible or secures the advice from the section Supervisor. Attends hearings when requested on behalf of the section Supervisor. Plays a central role in developing and coordinating internal review systems to assure that administrative activities follow agency and regulatory requirements. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Ability to effectively communicate both written and orally. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full years of progressively higher level graduate education leading to such a degree . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily preformed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meeting etc., and occasional visits to activity work sites.
