The Common Operating Picture (COP) Administrator is responsible for consolidating and presenting real-time data and information from various sources in comprehensive and up-to-date situational awareness tools to visualize the operational environment to support SAA decision-making.
Duties
This position is responsible for the development, configuration, testing, coding, and technical support of solutions supporting the COP program. The COP Administrator must possess strong interpersonal skills, with the ability to communicate clearly and concisely amongst technical and functional teams. This position reports to the Deputy Director within the Emergency Management Division.
Duties Include:
Fuse and correlate operations, automated data feeds, logistics, and other data with a variety of overlays and graphical products to maintain a common operating picture for emergency readiness and SAA operations.
Write software code (e.g., Python, JavaScript, HTML, CSS, C#, .NET) to develop technical solutions for new data capture and workflows to support information sharing, analysis, and visualization.
Synthesize information from various sources (i.e., WebEOC, ArcGIS, SQL databases, etc.) and coordinate with program partners to provide situational status reports regarding operations and interests.
Develop data and visualization tools to help identify areas for improvement in services provided to the House community.
Design, develop, and maintain interactive data visualization dashboards to simplify complex and disparate data into easy-to-interpret and actionable information to aid in decision-making.
Collaborate with software programmers and subject matter experts to define, design, develop, and deploy data visualization dashboards.
Develop maps, charts, and reports to effectively present findings to stakeholders.
Assist in the design, development, testing, and maintenance of GIS applications (e.g., maps, dashboards, storyboards).
Support database administration, design, data analysis, and visualization by collecting, analyzing, and interpreting spatial and non-spatial data.
Monitor, track, and collect information against identified information requirements.
Ensure the fidelity, accuracy, and timeliness of all data and ensure the common operating picture is visually depicted for all authorized program users.
Collaborate with SAA staff and external partners to identify opportunities to automate content reporting and analytics.
Setup and manage COP configurations.
Maintain detailed diagrams of COP data flows and interfaces.
Support diagnostics/troubleshoot COP connections and configurations when required and take the necessary actions to return the COP to an optimal level.
Develop and maintain a COP Concept of Operations (CONOPS) to ensure the documents reflects current operations.
Facilitate and guide working groups, meetings, strategy sessions, and other efforts to create COP practices, processes, and designs.
Establish effective COP database management procedures to ensure reliable data.
Attend meetings, capture notes, and share key takeaways with applicable staff.
Support House Operations Center activations, special events, and projects, as required.
Available for recall 24/7 to deploy to support emergency management and continuity efforts.
Perform other duties as assigned.
Knowledge, Skills, and Abilities:

Ability to design and innovate with data visualization and data-driven applications.
Familiarity with COP software and systems such as ESRI (e.g., ArcGIS Map, ArcGIS Pro, ArcGIS Server, ArcGIS Portal, ArcGIS Online) and Juvare (e.g., WebEOC).
Proficiency in Python and/or other object-oriented programming languages (e.g., JavaScript, HTML, CSS, C#, .NET).
Knowledge of data visualization design and principles.
Knowledge of GIS and integrating GIS outputs into COP tools.
Ability to design and develop WebEOC systems for data visualization.
Analytical, judgment, and problem-solving skills to work on short deadlines and resolve critical issues.
Knowledge of emergency management and continuity programs is desired.
Ability to work well under pressure, exercise discretion, and sound judgment while independently solving problems.
Refined and proficient in written and oral communications skills to communicate thoughts, ideas, and opposing views effectively and clearly with all stakeholders.
Strong organizational skills.
Ability to manage multiple tasks simultaneously.
Qualifications
Bachelor's degree and five (5) or more years of experience managing a common operating picture (COP).
Minimum experience of three (3) years working with COP tools, software programming, and data visualization.
Must be able to obtain and maintain a Top-Secret security clearance.
Education
Bachelor's degree required.
