The FRTIB is looking for a highly qualified individual to serve as a Management Analyst.
This Job Opportunity Announcement may be used to fill other Management Analyst, GS-0343-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Duties

The major duties of the position are:
Maintains working relationships with all levels of key management officials.
Responsible for management of acquisition cycle activities including budgetary and financial management.
Ensures that the rules and policies related to Acquisition and Contract Management are understood and communicated to the Division.
Provides robust communication, interactions, and engagement with customers and supporting organizations.
Sufficiently conveys facts and ideas and prepares official documents in written and oral presentations.
Serves as a Contracting Officer's Representative (COR).
Works with Office of the Executive Director (OED) to conduct on-site reviews of contractors' fiscal capability.
Performs all COR aspects of contract oversight on active contract workload and monitors CORs.
Assists in the close out of complex, multiple-year, multi-site OPS contracts.
Conducts price/cost analysis and cost realism analysis techniques.
Utilizes expert knowledge to participate in full and open solicitations (NASA SEWP, Government-Wide Acquisition Contracts (GWAC), Multiple Agency Contracts (MACs), and GSA Schedules).
Performs other duties, as assigned.
Qualifications
To qualify for this position, applicants must meet the Specialized Experience as described below.
Specialized Experience:
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government.
Specialized experience is defined as experience, (1) Providing expertise, advice, guidance, and recommendations to senior management officials and Agency staff on acquisitions, contracting programs, operations, and initiatives; (2) Performing professional work involving developing procurement request packages, monitoring and evaluating contractor performance metrics; (3) Budget management of procurement activity including financial matters and invoicing. (4) Preparing and presenting briefings to key leadership regarding acquisitions and procurements. (5) Serving as liaison between contracts and government contracting officers; (6) Developing Statement of Works (SOW), Change Orders, Independent Government Cost Estimates (IGCE) and Acquisition plan. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
