This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Pharmacist (Clinical Pharmacy Program Manager) PACT/Mental Health will have knowledge of and apply marketing techniques in promotion of clinical practice guidelines and other evidence-basedprescribing initiatives. The Program Manager provides oversight and coordinatespractice groups of clinical pharmacy specialists (CPS) in their respective areasfrom the VISN 8 medical centers. Duties include, but are not limited to the following: Provide education and training to CPS practice groups in their assigned area such as principles of motivational interviewing,academic detailing, and evidenced-based disease state management/ pharmacotherapy/Psychiatry Assist with establishing and achieving specific goals and a vision for the program and will assist with future program development in areas of general ambulatory practice with a focus in integration of Mental Health into PACT (e.g.; Mental Health, Substance Use Disorder-SUD/MAT,) Advance the Psychotropic Drug Safety Initiative (PDSI) and other related mental health initiatives, working with clinical and administrative staff at all VISN medical centers and community-based outpatient clinics to meet performance goals and support quality patient care activities. Advance suicide prevention program, to ensure all CPS providers in VISN 8 are equipped and confident to consistently screen, evaluate, and document suicide risk according to their scope and practice setting Collaborate with national Academic Detailing staff and programmers in developing and carrying out national and VISN level developed Academic Detailing initiatives Participate in reviews and analysis of reports providing comparative data on clinician panels at VISN 8 medical centers Performs data analysis to measure performance and to trend changes utilizing computers, database programs, and data analysis Initiates, develops, validates, and provides feedback on New Drug Monographs and Criteria for Use being developed by PBM at the National level for medications; also serving as part of the VISN 8 network group(s) that will be engaged in approval of the newly national established category of drugs (Network Prior Approval Only Medications); Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible:NotAvailable Remote/Virtual: This position may be virtual for a highly qualified candidate. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402 (d), and 7407 (d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements , candidates must have 1 year of specialized experience equivalent to the next lower grade level (GS-13). Experience includes: (1) Expert psychiatric knowledge, (2) Advanced knowledge and experience to resolve professional problems of a difficult and unusual nature; (3) experience in clinical pharmacy practice; (4) proficient in dealing with patients, the VistA outpatient pharmacy package, electronic medical chart review, and clinically competent to assure appropriate delivery of medications, information and services to patients; (5) skill in the use of assessment tools and data base skills sufficient to identify current, actual and potential problem areas Preferred Experience: Expert psychiatric knowledge and Board Certified Psychiatric Pharmacist (BCPP) certification Demonstrated Knowledge, Skills, and Abilities: In addition to he experience above, the candidate must demonstrate all of the following KSAs: 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization.
