This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The Pharmacy Supervisor for Procurement is a licensed pharmacist with knowledge and proficiency in pharmacy administration. The incumbent is responsible for the organization and management of all aspects of the Pharmacy procurement program and pharmacoeconomic program to ensure that the Pharmacy Service is compliant with all Federal, VHA, and local acquisition regulations including development, implementation, monitoring, and reporting for the James A. Haley Veterans' Hospital and Clinics. the incumbent participants in the management of a multi-million-dollar budget for inventory management of pharmaceuticals. Cost-effective turnover of inventory must be consistent identified through sound accounting practices.
Fluctuating patient needs, specific specialties, and drug shortages, due to backorders and drug recalls, make this a very demanding task. The Pharmacy Supervisor, Procurement will provide guidance and supervision for pharmacy procurement technicians and pharmacoeconomic pharmacists.
FUNCTIONS OF THE POSITION
Program Management
a. Utilize strict accounting practices to maintain an accurate budget.
b. Present to upper management on a routine basis.
c. Purchase card holder and complies with all the acquisition regulations.
d. Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service.
e. Provide direct oversight for the accountability of expired or soon-to-expire medications held for return for credit.
f. Provide clinical judgement in considering cost-effective alternatives within the National Formulary for drug shortages due to backorder or recalls.
g. Serve as the Cache Manager for Pharmacy Drug Cache ensuring cache inventory is maintained, secured, and appropriately stocked for emergencies.
h. Receiving and verifying correct shipment of pharmaceuticals.
i. Assuring correct storage requirement of pharmaceuticals.
j. Incumbent will oversee purchases of medications from Prime Vendor on a daily basis.
k. Ensures that the Pharmacy Service is following all procedures in VA controlled substance directives, including VHA Handbook 1180.01 and 1180.02, the Code of Federal Regulations (CFR), in addition to all Medical and Service policies governing the purchasing, ordering, secure storage, dispensing, administrative, and distribution of controlled substances.
l. Serves as liaison between company representatives and managerial staff.
m. Serves as resource statistician on financial status reports for various Medical Center committees.
n. Serves as liaison between Acquisition and Material Management Services, Fiscal Service, and Pharmacy.
o. Serves as backup support to Pharmacy Procurement Technicians.
p. Maintains stock in an orderly and clean work environment.
q. Inventories direct-order stock weekly and determine ordering needs.
r. Oversee the labeling of the shelf with a bar-coded label whenever a new product is received.
s. Coordinates drug recall and out-of-date drug disposition.
t. Assuring that received stock is put away as soon after its receipt as possible.
u. Maintains a borrow/loan ledger.
Work Schedule: Monday through Friday, 7:30am - 4:00pm, 8:00 am - 4:30 pm, may include weekends and holidays per the needs of service.

Pay: Competitive salary and regular salary increases when setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates.
Pharmacy Supervisor GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
Preferred Experience: PGY-2 in Health-System Pharmacy Administration and Leadership or 2-3 years of pharmacy inventory management or 2-3 years of program management experience.

The full performance level of this vacancy is GS-13.
