This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Duties

Serves as the Pharmacy Operations Supervisor in the inpatient the pharmacy service. Functions: Administrative/Supervision Responsible for planning, organizing, and reviewing work, administering personnel matters and dealing effectively with non professional employees an union representatives in regard to employee-management concerns in a busy medical pharmacy. Responsible for developing schedule, planning and granting leave and rotating duties of assigned staff. Projects overtime requirements based on workload and staffing. Assists with developing performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies. Identifies areas for improvement as needed. Effectively manages personnel and works towards resolving all labor relations issues. Reviews on yearly basis the performance plans for subordinates and updates as required. Discusses plan on semi-annual basis with the employees and ensures completed evaluations are signed by the employee and submitted for review within the scheduled time frame. Nominates staff to receive awards and initiates disciplinary action and/or separation based upon performance. Assesses workload volume throughout the day, identifying backlogs and makes staffing adjustments as needed to meet or organizational goals. Program Management and Evaluation Assists Pharmacy Leadership in overall management of pharmacy by managing the information systems for inpatient, outpatient, and clinical sections of the pharmacy. Manages following pharmacy programs and software areas. Establishes and maintains procedures for new programs as they are introduces, modifies existing procedures when needed, assesses data needed, designs data collection procedures, identifies potential difficulties, and determines acceptable procedures to alleviate problems. Interfaces with Clinical Informatics and ADP coordinators from other services for the purpose of sharing information and menu options as appropriate, coordinating interrelated projects, and consolidating mutual requests to 01&T Participates in quality assurance, process improvement activities, and performance monitors. Assists with for the professional and administrative management of the Pharmacy service computer software, automation, and information related programs at JAHVH. Assists with the integration of software for various computer-driven pharmaceutical equipment such as labeling devices, unit dose packaging equipment, automated outpatient/inpatient medication systems with the various work processing systems at JAHVH. Conducts quality control procedures on the computer by designing and implementing check systems. Evaluates results and implements corrective actions when indicated to avoid untoward events. Assists other pharmacy managers and staff in maintaining workflow patterns to keep outpatient prescription waiting time to less than 30 minutes while ensuring accurate dispensing and record keeping as needed. Assists other pharmacy managers and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs, and improve patient care. Encourages pharmacy staff to report actual and/or potential medication errors or adverse events and participates in quality improvement initiatives to promote patient safety. Provides specialized knowledge support and decision-making regarding medication storage to best meet the needs of the medical center in terms of patient safety, compliance, and workflow. Assists in the procurement of new equipment to meet needs. Pharmacy Automation Oversees all operational aspects of the pharmacy automated dispensing equipment in the inpatient and outpatient areas of the pharmacy as well as throughout the facility and outpatient clinics. Coordinates day-to-day maintenance, troubleshooting and operation of pharmacy equipment and automation as needed. Acts as the POC, lead build, and knowledge specialist for implementation of new pharmacy equipment and automation. Manages tracking reports on automation assessment and utilization. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English. Education: Education: (Transcripts Submitted) (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate can provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensure (Documentation Submitted): Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence, or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration, or certification. Grade Determinations: In addition to the above basic requirements, candidates must also meet the following grade requirements: GS-13 Grade Requirements: Experience: (1) In addition to the GS-12 requirements, must have one (1) year of experience equivalent to the next lower grade level (GS-12). OR (2) Completion of one (1) year Post Pharm D. ASHP accredited Residency Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs): Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Preferred Experience: PGY2 in Pharmacy Administration and Leadership and/or at least 3 to 5 years of inpatient pharmacy supervisory experience (i.e. managing operations, creating schedules, collaborating with external customers) Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/. The full performance level of this vacancy is GS-13. Physical Requirements: The incumbent must be physically and mentally able to efficiently perform the duties of this position. The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/carrying (up to 50 pounds) of supplies, bending/stooping, and pushing/pulling/stretching.
