The primary purpose of the Supervisory Program and Management Analyst (SPMA) position is to oversee, direct, and perform Data Management, Data Governance/compliance, and Data Analysis activities. The incumbent is responsible in the aggregate for successful data management practices and execution, data integrity, and data analysis supporting Program stakeholders, including internal and external, private and public, while ensuring accuracy, quality and timeliness of end-products.
Duties
Specific duties include:
I. Strategic Leadership and Implementation:Supervision, Communication, Interpersonal Skills, and Customer Service.
The Chief, Data, expends considerable effort planning, prioritizing, scheduling, assigning, and evaluating work based on its specific technical requirements, and matching that with appropriately skilled and experienced subordinates, for short-term activities, longer-term initiatives, and for ongoing production.
The Chief, Data, is responsible for ensuring that the Data section is appropriately staffed with effective, professionally prepared staff for standing and upcoming efforts, in terms of skillsets, relevant experience, communication, and other performance-relevant abilities. This team requires top tier, current talent to be identified, recruited, and placed. The incumbent is responsible for evaluating individual skill sets in the context of current and upcoming work requirements, identifying and recommending training and development opportunities, and supporting the acquisition of such resources for performance and professional growth and development.
II. Operational Excellence: Data (35% LOE)
With respect to the LGY Business Systems, the incumbent provides leadership, technical direction, and direct support of:
Data Product Manager,
Data Governance/ Integrity
Business Requirement Initiatives
Data Analytics
Collaboration and Customer Service.
III. Program/Project Management, Monitoring, and Control (Critical)
Analyzes and manages a wide range of projects, systems, applications, programs, and procedures within a broad but defined domain which have potential to affect the Loan Guaranty program on a national and/or strategic level.
Applies best practices using program-level tools (e.g., PlanView, Service Now, SPSS, SAS) to facilitate projects/initiatives, and reports status, communicates performance, and raises issues/risks, providing decision-support information as appropriate and timely.
Utilizes analytical skill, sound judgement, and the capability to understand, report, and address the implications and ramifications of program/project management, controls, and procedures applicable to the program.
Ensures full implementation and utilization of LGY tools, such as project management and customer service ticketing applications, in performance of associated work.
Applies a comprehensive knowledge of agency and nationwide home loan program goals, policies, and administrative laws, as well as a strong knowledge of organizational protocols and practices, to oversee, assess and examine data related matters with respect to content, and compliance to federal standards and regulations.
Independently and proactively monitors data and applications for indications of fraud, waste or abuse, including but not limited to security and data breaches. Delivers recommendations to management for correction, self-reports all know issues, risks or concerns to LGY Senior Leadership, coordinates Risk Management Board (RMB) Corrective Action Plans (CAPs) and exercises positive control of all risks and known issues.
Manages and monitors controls ensuring data governance compliance across the organization and within policies and procedures within the SDLC of Loan Guaranty's applications.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability" and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: GS-14 Level: Specialized experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent also should extensive knowledge of the role VA and the LGY program play in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed.
The incumbent should have at least ten years of specialized experience as described here. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within LGY or another major mortgage guarantor/issuer in the federal government or private industry. Recent experience in a commensurate role in a technologically advanced organization is of significant benefit to the performance of key aspects of this role
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary, although some light physical effort may be required.
