Duties
The Director, TEDAC Improvised Explosives Detection and Synthesis Center is primarily responsible for planning, coordination, staging, and support of the Federal Bureau of Investigation (FBI) Terrorist Explosive Device Analytical Center (TEDAC) Improvised Explosives Detection and Synthesis Center - collectively referred to as TIEDS Center - test and training events, ensuring all test areas are properly configured to support the agency's test and evaluation activities on security screening equipment and processes. Responsibilities include overall management and leadership of TSA's Detection Technology Center (DTC) technology deployment, commissioning, removal, and development of test area and laboratory standard procedures and policies including those related to information security, access control, classified information, and safety. This position manages the Test Article Program and Liaison activities to include explosive characterization testing, detection testing, equipment demonstrations, the maintenance of test support equipment and issuances and the Test Area and Laboratory for critical response and/or other Research & Development (R&D) activities at the TIEDS Center.
High level duties include:
Provides management oversight, technical equipment advice, recommendations and decisions on all varieties of maintenance and repair parts, assemblies, components and systems relating to the TIEDS Laboratory Areas.
Maintaining and controlling security equipment utilized for tests and demonstrations, critical response and/or other Research & Development (R&D) activities.
Serving as a TSA subject-matter expert (SME) on TEDAC/TIEDS Operations.
Develops and coordinates planning on TSA activities in conjunction with TEDAC/TIEDS and/or crisis/emergency actions.
Coordinating with TEDAC/TIEDS Test Engineers to ensure equipment readiness to conduct test and evaluation activities and assist in collecting and reporting critical system data.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Overseeing a staff which conducts test and evaluation activities; AND
Analyzing and evaluating the performance and suitability of transportation security equipment and systems; AND
Advising internal and external stakeholders on explosives and security equipment used to expose vulnerabilities and weaknesses.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months' equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
