Salary reflects a pay cap for this position of $270,000.
The FDIC Corporate Managers (CMs) are in the Federal competitive service and not the Senior Executive Service (SES).
Duties
Manages the complaint processing program in the FDIC, including those subject to Title VII of the Civil Rights Act of 1964, as amended, the Age Discrimination in Employment Act of 1967, as amended, the Rehabilitation Act of 1973, as amended, Section 501 of the Rehabilitation Act of 1973, as amended, the Equal Pay Act of 1963, as amended, the Genetic Information Nondiscrimination Act of 2008, Executive Orders concerning sexual orientation and status as a parent, nondiscrimination in FDIC conducted educational and training programs, and all other laws, regulations, statutes, and executive orders applicable to nondiscrimination in the employment, programs, and activities in the FDIC. Provides for the intake of complaints, inquiries and investigations, alternative dispute resolution (ADR), decisions and corrective action. Ensures that complaint processing is in accordance with applicable regulations and responds to EEOC orders in a timely fashion.
Oversees compliance reporting, training efforts and the administrative processes for initiating and processing individual and class complaints of discrimination against the FDIC.
Oversees the effective administration of the EEO ADR process to include informal and formal mediation efforts.
Provides for the training of EEO Counselors and EEO Specialists, and ensures that contract EEO personnel meet contract deliverables and possess the appropriate level of training and certification. Provides training for managers and supervisors in their participation and responsibility for assuring anti-discrimination in the workplace and complaint prevention and resolution.
Identifies and analyzes issues, program weaknesses, problems, and the need for changes in the equal opportunity complaint process, policies, programs, and operations. Prepares programmatic initiatives and implements internal standard operating procedures.
Provides advice, strategic guidance, and support to FDIC senior executives on a comprehensive range of matters related to equal opportunity and anti-discrimination for employment, program, training or activity conducted by the Federal Deposit Insurance Corporation (FDIC).
Serves as an expert in equal opportunity and anti-discrimination laws, provides advice and guidance in coordination with the Legal Division’s Labor, Employment & Administration Section to the OMWI Director, Deputy Director, and FDIC managers and supervisors; and, provides advice in the interpretation, intent and applicability of Federal laws, statutes, regulations, executive orders, and policies concerning equal opportunity and anti-discrimination in the Federal government, as applicable to the FDIC.
Advises the OMWI Director or Deputy Director, and interprets and develops policy on equal opportunity in the FDIC's employment, programs and activities. Stays abreast of developments in case law, regulations, and policies that affect anti-discrimination efforts and equal opportunity the FDIC's workplace and programs; and, keeps the OMWI Director and Deputy Director and staff informed of these matters.
Coordinates with the Legal Division and the Office of the Inspector General in litigation matters at the administrative level and in the District Court. Reviews and makes recommendations on agency responses to subpoenas and discovery requests, including, but not limited to, document and file production, interrogatories, and Freedom of Information Act requests.
Incumbent is responsible for supervision and the development of the assigned staff to ensure that all operating programs under the Chief’s supervision are administered and managed effectively and in accordance with the FDIC policies, procedures, anti-discrimination laws, and Equal Employment Opportunity Commission (EEOC) regulations. Directs and manages staff efforts to promote awareness of equal opportunity corporate- wide through reporting, briefing, training and collaboration. This area of responsibility includes the recommendations for staff selection, promotions, status changes, merit and incentive awards, disciplinary actions, and separations. Performs the full range of performance management duties to include: planning, assigning, and reviewing work products of assigned staff; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities to provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading projects and/or programs including planning, organizing, developing and overseeing the accomplishment of goals, managing or reviewing the work of others to include setting, and adjusting priorities, and ensuring compliance of any requirements.
Technical Experience: Experience in interpreting or applying Equal Employment Opportunity Commission (EEOC) regulations, directives, policies and guidelines to plan, execute, and oversee investigations into equal employment opportunity individual and class discrimination complaints.
