The primary purpose of this position Is to ensure proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations. These actions affect employees under the General Schedule, Federal Wage System, Executive Service and Veterans Health Services.

Duties

Duties consist of the following, but are not limited to: Audits and reconciles time and attendance records to assure accuracy of paid hours (for full and part-time employees, temporaries, intermittent, trainees, etc.), premium pay (i.e. Sunday, Saturday; Night Differential, Holiday, Stand by/On call, Overtime/Compensatory time, for employees appointed under each personnel system) and leave charges, balances, and accruals are audited for proper certifications. Researches and codes changes to employee's Master Record, including such items as Federal taxes, health insurance, uniform allowances, subsistence, annual leave balances, sick leave balances, union dues, military leave, WOP balances, address changes, recurring deductions, compensatory time, direct deposits, disability retirement applications, etc. Performs work related to determining pay, maintaining payroll records, applying pay laws, regulations and agency policy, researching and coding of pay adjustments. Works independently to resolve payroll issues. that affect employees' pay and leave. Determines the completeness, accuracy, internal consistency and propriety of pay action and ensures they are made in accordance with compensation and related pay scales, rules, regulations, and instructions. Processes and withholds special pay entitlements such as final salary payments to beneficiaries of deceased employees or salary withholdings for alimony, child support, bankruptcy, and tax levies. Makes complex pay adjustment which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time. Researches back pay claims, which may involve different fiscal years, pay levels, and duty stations; compute interest payment entitlement. Researches the total government cost per employee for present and future budge estimates. Audits transactions received from Human Resources; determines impact on employee pay records and the necessity for payroll action. Researches individual leave records and prepare SF-1150 on employees that separate from the agency, transferring to other agencies or terminating. Conducts semi-annual desk audits of unit timekeepers to determine appropriate record keeping is occurring and review current time and attendance reports to assure correct posting procedures are being followed. Prepares training materials and train new timekeepers within 30 days of appointment. Provides information and counseling to employees regarding various payroll actions. Responds to written and verbal inquiries from employees, supervisors, payroll offices of other agencies; timekeepers, HR offices, State Unemployment Office, financial institutions, mortgage companies, Treasury Department, IRS, and employee union representatives. Processes the collection of debts due the U.S. Government. Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. Telework: This position is authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Audit and reconcile time and attendance records; Research and code changes to employee's Master Record; Perform work related to determining pay, Maintain payroll records, applying pay laws, regulations and agency policy, researching and coding pay adjustments; Determine the completeness, accuracy, internal consistency and propriety of pay actions; Conduct semi-annual desk audits of unit timekeepers; Train new timekeepers; Provide information and counseling to employees regarding various payroll actions. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work may require some physical effort such as standing, walking. bending, sitting or lifting up to 50 lbs. There is also a high level of stress due to demanding deadlines and the need for a high degree of accuracy.
