Duties
The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the NC/J34 Counternarcotics (CN) and Counter Transnational Organized Crime (CTOC) Branch with the responsibility for the daily management, coordination, and administration of Operations Directorate personnel/manpower actions and administrative processing, to include Theater Security Cooperation (TSC) operational activities, as a part of USNORTH COM greater Counter Threat Network (CTN) efforts.
Duties:
Leads the development and publication of CN and CTOC future operations policy and strategy development for the NC/J34 Division.
Exercises supervisory personnel management responsibilities.
Plans, organizes, leads, and facilitates Counter Threat Finance (CTF) future operations policy and strategy development for the NC/J34 Division.
Performs duties as the Crisis Action Team (CAT) Lead for CN, CTOC, and CTF for the USNORTHCOM Future Operations Center (FOC).
Represents the USNORTHCOM Future Operations Division at Counter Narcotics, Counter Transnational Organized Crime, Counter Threat Finance, and Theater Security Cooperation (CN/CTOC/CTF/TSC) events.

- This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

- May routinely be required to work holidays, weekends, and non-standard hours to support military operations.

- This is a Supervisory Position. A supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery in understanding of Counter Narcotics and Counter Transnational Organized Crime (to include Counter Threat Finance (CTF), and Theater Security Cooperation (TSC)) sufficient to develop policy and strategy against Transnational Threats, to include organizations and agency current missions, capabilities, organization and operations. Knowledge of various federal and state operations centers, NORAD and USNORTHCOM, other Combatant Commands, the military services; the National Guard; the Reserve forces; the Department of Defense; Canadian Defense organizations; DHS, CIA, DEA, CBP, US Department of Treasury, etc is required; thorough knowledge of current military law, Joint doctrine, Joint plans, policies, and practice, as well as a comprehensive understanding of U.S. government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security requirements and arrangements and other pertinent laws, doctrine, policies, and procedures; and mastery of military air, land, maritime and cyber domain concepts and principles; DOD military command and control operations, command and control of air, land, maritime, and cyber forces, geographical areas of responsibility as pertains to the Geographical Commands, air, land, and maritime combat operations at both the operational and strategic levels of war.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill in producing strategic and operational strategy and policies, papers, reports, and briefings on related issues.
Skill in presenting and defending positions to a variety of audiences including DOD, Interagency, domestic law enforcement, and partner-nation officials.
Knowledge of global drug movement and geopolitical issues; civilian and military leadership interaction; partner-nation security, military force capabilities, and emergent global drug trafficking threats.
Skill in accomplishing liaison and coordination with counterparts in law enforcement, the Intelligence Community, and partner-nations.
Knowledge of Task Management Tool and Microsoft Office programs to include Outlook, Excel, Word, and PowerPoint.
Ability to recognize and analyze problems and issues, conduct research, summarize results, and make appropriate recommendations for resolution.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
