THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST), Position Description Number D2161000 and is part of the PA 193rd Regional Support Group, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a PHYSICAL SECURITY SPECIALIST, GS-0080-09, you will be responsible for reviewing all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Responsible for proper security, classification, and storage of classified documents. Oversee the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Serve as the SF commander's key staff member responsible for the overall management of the unit-training program by overseeing the planning, organizing, directing, operating, and evaluating all unit training related items. Serve as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develop, administer, and oversee the management of the unit's training programs to supervisors. Direct the certification testing (CERTEST) program. Forecast and submit Deployment For Training requirements in coordination with SF commander to ANG NGB/A7. Conduct unit self-inspections and assessments. Plan, formulate, analyze, and coordinate budget submissions. Represent SF at wing training meetings. When needed or directed, perform and enforce the full range of security forces duties within the military installation. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) Military Grades: Enlisted E1-E7 ***Must possess 3P0X1 AFSC Supervisor for this position is MSgt Dawson Manpower # 01082039 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: Applicant must indiciate at least 24 months experience in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field. Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skilled in defining problem areas and in application of conventional training program management principles and concepts. Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements. MEDICAL REQUIREMENTS Series GS-0080 applicants must have the capacity to perform essential functions and operations without risk to themselves or others. Must have normal color vision; and, must meet the military physical demand ratings for lifting and standing work. Must physically qualify in compliance with Department of Defense, along with the Department of the Army- or- Department of the Air Force medical standards, as required/specified by the applicable Army or Air Force military skill medical requirements. OTHER QUALIFICATION REQUIREMENTS Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. 1. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment. 2. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. 3. Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives. 4. Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. 5. No record of claustrophobia or claustrophobic tendencies. 6. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test. 7. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
