This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Acquisition Management Specialist position is assigned to the Project Manager Terrestrial Sensors Headquarters (PM-TS- HQ), located at Fort Belvoir, Virginia.

Duties

Serve as a senior advisor, technical expert, and recognized authority to the Program Executive Officer (PEO) or Project Manager (PM). Assist in the review of cost, scheduling, and performance of subordinate Program Manager Offices. Serve cross functional areas as integrator for logistics, systems engineering, and budget as related to Acquisition Program Management and oversight. Manage the integration of separate functions to include funding, procurement, test, quality assurance, configuration management, logistics, engineering, production, transportation and/or fielding of assigned systems. Determine if existing programs effectively accomplish intended goals or if modifications are required to meet PEO, PM, and Department of the Army goals and procedures. Develop detailed plans, goals, and objectives that cover the entire life cycle of the system assigned. Coordinate, integrate, present, and defend all assigned programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field "Program Management" within 48 months of entrance on duty.
  • One-year supervisory probationary period will be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties which include: 1) Utilizing knowledge of acquisition and management processes to prepare planning and execution guidance in accordance with agency policies and/or objectives; 2) Planning and/or evaluating major programs, systems developments efforts, acquisition, and/or research and development related initiatives; 3) Overseeing the integration of various functional areas to include programming, scheduling, financial management, and logistics planning; and, 4) Analyzing, balancing, and/or reconciling program requirements with available resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
