The position is located in the Department of Veterans Affairs (Salisbury VA Medical Center, Salisbury, NC). The primary duties of the position are to perform clinical, administrative, technical, and data support for Surgery Service. This position will also provide coverage in the following departments such as General Surgery, Vascular Surgery, Oncology Surgery, and other areas related to Surgery Service as backup for the Administrative Officer

Duties

Duties Include but not limited to: Manage the credentialing and privileging requirements for Surgery Service. Collaborate with the Section Chiefs in Surgery Service and the ACOS/Surgery to ensure that the provider notebooks are maintained and updated. Monitor the completion and timeliness of CPRs and maintain a database of those for review. Assist with consult tracking; develops and implements Computerized Patient Record System (CPRS) templates for the enhancement of specialty care progress notes and/or consults; develops clinic profiles which are used in the Medical Center's Appointment Management scheduling software package. Establish and manage clinic profiles for Surgical Speciality Clinics. Process and policy expert, advising medical and administrative staff relative to creating new clinic profiles or making changes to established profiles. Coordinate with Medical Care Cost Recovery (MCCR) staff to determine if clinic services are billable; verify with Health Information Management Section (HIMS) that the appropriate International Classification of Diseases (ICDs) and Current Procedural Terminology (CPT) codes are entered on the electronic encounter form setup and follows up on incomplete encounters entered by providers. Program detailed encounter forms and action profile settings, resolving the electronic no-show policy, setting appointment length and overbook capacity, granting individuals scheduling access to restricted clinics, and assigning specific user class rights to providers, based on verified credentials. Sets up clinic profiles to indicate providers' daily schedule. Collects data relevant to medical activities and workload for report preparation and submissions. Reinforce the use of VISTA packages for scheduling, registration of patients, workload monitoring, retrieval of clinical information and other specialized information found in VISTA as it relates to the specific needs of the Surgery Service Line. Provide training as it relates to the scheduling package and the use of next available appointment to staff. Responsible for coordinating with the AO and ACOS/Surgery service-specific new employee orientation for newly appointed physician staff. Oversee resident engagement within the department sub-sections and facilitates the relationship with Research & Education and the clinical preceptors. Set up and oversee Evening and Saturday clinics when needed for backlog, providing data for clinic usage, setting up provider coverage and reporting overtime cost for running these clinics. Function as liaison between clinical practitioners and patients referred to the various disciplines within Surgery Service. Facilitate and troubleshoot patient and administrative issues related to the consult process of specialty care within the service line and support administrative issues/processes related to interfacility consults to other medical centers. Coordinate and develop CPRS templates, note titles and consults with Office of Information and Technology (Ol&T) and the Medical Records Committee. Develop, establish, and reevaluate clinic provider clinic schedules/profiles. Maintain consult tracking data via the Veterans Health Information Systems and Technology Architecture (VistA) consult tracking package and makes recommendations to the Associate Chief of Staff (ACOS)/Surgery Service for addressing consult backlog /waiting times. Provide the Administrative Officer (AO) and ACOS/Surgery Service with weekly consult tracking reports and coordinates the information to providers for appropriate action. Works closely with Clinical Service Chiefs, Medical Center clinic support staff, CBOC staff, Ol&T staff and Veterans Integrated Service Network (VISN) 6 hospital clinic support staff in facilitating and maintaining the interfacility consults process for Surgery Service. Collect, comply, analyzes and presents data to the AO and ACOS/Surgery Service regarding the consult-tracking package. Manage equipment and inventory oversight and liaison for areas within the Surgery Service in conjunction with the Administrative Officer (AO) to ensure proper resources/equipment are available to clinical staff. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE/EDUCATION: To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operation; practical knowledge; developed through increasingly difficult, on-the-job training or experience dealing with the operations, regulations, principles, and peculiarities of the Patient Safety, Risk Management and Quality Management programs; knowledgeable in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures.
