This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Senior Budget Analyst within the Garrison Resource Management Office (RMO) responsible for budget administration functions in the formulation, execution, and review of the garrison budget
Duties
Perform planning, analysis, formulation, justification, and execution of unique, complex base operations/mission support programs involving multiple appropriations.
Present and defend the garrison's budget estimates to higher headquarters.
Brief garrison managers, resource management leadership, and command headquarters personnel on budget-related issues providing technical guidance.
Conduct and/or attend meetings for resolution of budgetary problems, exchange of information, or status reports on projects or funding in assigned program areas.
Initiate transfer fund actions within reprogramming authority to cover increases in obligations or to cause expenditures to fall within established limits.
Perform routine Dormant Account Review - Quarterly (DAR-Q) of all unliquidated/open lines of assigned accounts.
Interpret budgetary policies, regulations and other guidance from higher headquarters developing basic instructions or subsequent policies and guidance for preparation of budget estimates and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a Secret security clearance.
- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act of 2012. Incumbent of this position is required to comply with all DoD and Dept. of Army requirements of this certification program.

Specialized Experience: One year of specialized experience which includes performing formulation and execution of operational budgets; monitoring and tracking of expenditures for adherence to funding limits; and providing technical guidance for budget estimates and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
