This vacancy is for a Management and Program Analyst (DHA) in the Bureau of Industry and Security within the Department of Commerce (DOC), Bureau of Industry and Security (BIS), Office of the Chief Financial Officer and Director of Administration (CFO/DOA), Office of Human Capital Operations.
Duties
As a Management and Program Analyst (DHA), you will perform the following duties:
Provides end-to-end support for business unit managers to include pre-recruitment, recruitment, incentives, onboarding, performance, development, and off boarding/exit process.
Works closely with management to support their efforts to improve employee work relationships, build morale, and increase productivity and retention.
Develops and implements innovative outreach and recruiting strategies to source and attract candidates for positions unique to the program office.
Gathers data, analyzes trends and metrics of respective business unit, and recommends best practices and strategies.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To Qualify at the GS-14 Level:
SPECIALIZED EXPERIENCE: To qualify for the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes:
Provide end-to-end support for business unit managers for HR functions such as pre-recruitment, recruitment, classification, incentives, onboarding, performance, development, and off boarding/exit process.
Provide support with succession planning to minimize vacancy lapse for critical positions.
Interpret and apply human resources laws, regulations, principles, practices, policies, or methods associated with strategic human capital management.
Present briefings, issues, or recommendations both orally and in writing to leadership.
