About the Position: Serves as the staff advisor to Director of the Army Field Support Battalion (AFSBn), and the Installation Commander for the Command Food Service Program. Also, serves as the Food Program Manager, Installation Supply Division, supervising personnel, to include the SSMO Operations and Food Service Contract Surveillance.

Duties

Oversee functional management review and performs analytical duties related to capability, personnel and logistical support. Serve as the organization technical authority for food service contract management. Build and maintain relationships with contracting officers and related management to facilitate meeting contractual obligations. Serve as the liaison between the Installation Management Command (IMCOM) and the Army Field Support Battalion (AFSBn) as the authority on food matters. Plans and evaluates work, as well as manages the subordinates who complete the work. Manages overall budget for dining facility to include programming of budget requirements and long-range forecasting to control cost efficiency.

Requirements

  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a requirement to lift up to 35 lbs. in the regular performance of duties.
  • This position requires incumbent to provide coverage on weekends and holidays.
  • This position requires the incumbent to be in an on-call status.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes utilizing historical data to address food service needs, to include forecasting budget requirements, lead-time requisitioning, and the typical lifespan of use and maintenance of equipment; AND verifying contractual requirements, such as communicating with management and contracting personnel to resolve issues, inspecting construction sites for contractual compliance and checking contracts for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
