Duties
You will apply a wide range of advanced Human Resources Management principles, concepts, and practices to administer and manage a full spectrum of HR programs.
You will plan and guide the analysis, design, development, implementation, evaluation, maintenance and improvement of training courses for use by SSP personnel.
You will use computer-based systems and applications to support curriculum development, monitoring, and maintenance of instructional materials.
You will design, develop and distribute communication materials for distribution amongst the workforce and key stakeholders.
You will identify organizational training needs of employees through surveys and development plans. You will develop approaches/strategies to meet the needs, including identifying and cultivating sources.
You will assist in the development, planning and execution of workshops and courses designed to develop workforce skills.
You will lead other HR experts in special projects. Work efforts require substantial insight into broad organizational and program interrelationships rather than a focus on local effect or individual case orientation.
You will collaborate with management to employ change management process concepts and techniques that support strategic planning and effective workforce development.
You will coordinate and liaise with peers and customers: federal employees, military members, congressional staff, consultants, contractors, other government organizations, international governments, private industry, and members of the public.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NH-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 Equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: administering workforce development programs; advising management on workforce development procedures, policy, and available program services; evaluating workforce development program performance through surveys and metrics; planning, guiding and developing training course materials; and recommending training course improvements and implementing changes.
NH-02: Your resume must demonstrate at least 3 years general experience, 1 year of which was equivalent to at least GS-04 grade level or NH-01 pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: track and monitor progress of organization to meet mandatory training requirements; updating training records and processing course registrations; analyze training documentation and reconcile discrepancies or inconsistencies; review and edit training materials and communications to workforce.
