The primary purpose of this position is to serve as Executive Officer for the Group Commander. The primary purpose of the position is to administer and direct the group's executive support functions and to ensure that day-today operations comply with the policies of the Group Commander within the AFRC Command.
Duties
Serves as the executive advisor on programs and initiatives within the group. Maintains cognizance of the effectiveness and status of group programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspection, staff assistance, and audit reports; and from visual observations and personal contacts with the wing and group staff and operating personnel.
Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program and mission changes, recurring requirements and others. The data results of studies are used for both current and future work planning and operations, and in response to higher headquarters taskings.
Represents the Group Commander concerning group plans, special events, projects, etc., to communicate Group Commander's policies and to explain the interests of the group in regard to local activities or projects. Participates in discussions, meetings and serves on panels or committees.
Manages the group's resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives.
Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities. Represents the Group Commander in all matters pertaining to inspections and keeps the Commander fully informed. Directs periodic inspections of all units of the group as required by the Group Commander or higher headquarters, and may personally participate in inspection activities when unusual situations so dictate. Assures that corrective action is accomplished.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location

- TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606
- Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies (UTA) as a civilian for continuity
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. Ability to plan and organize work and communicate effectively both orally and in writing. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: you must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group.
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources.
4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
5. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
6. Ability to plan and organize work and communicate effectively both orally and in writing. Ability to manage a small staff and carry out all phases of personnel management responsibilities. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
