The employee will serve as the Supervisory Visual Information Specialist at the Miami VA Healthcare System, in Miami, FL. The employee has full managerial, supervisory and budgetary responsibility. The employee is responsible for the programming, operation and basic maintenance of the facility's television distribution system. The employee will also serve as a subject matter expert on audio and video systems, lighting systems and A/V equipment installation and operation.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Provides full managerial, supervisory and budgetary responsibility for the service to include supervising four visual information specialists. Develops the service budget requirements in terms of personnel, equipment and supplies, and in preparing justification for new materials, equipment and staff needs. Planning, modifying, revising and shaping the program to fit the needs of the healthcare system and responding effectively to major changes when and where they occur. Performs the programming, operation and basic maintenance of the facility's television distribution system. Serves as a subject matter expert on audio and video systems, lighting systems, A/V equipment installation and operation, production and large format printers and computer systems used in the creation of audio, video, electronic and print graphics. Selects photographic, illustration or other forms of imagery for inclusion in the project; determines appropriate fonts and other typographic elements; adjusts layout and color balance of text, photos and graphic elements. Designs or supervises the design of the visual aspect of publications and presentations, determining the general format and specific themes for the product. Transfers and logs digital scenes into a computer for non-linear editing, color balancing and special visual and/or audio effects. Converts and compresses to web-based formats for use on internet/intranet site set up, operate and tear down audio-visual and staging, lighting and backdrop systems for presentations and special events both within the facility and off-site. Plans, coordinates and directs short- and long-range operating activities of a total program designed to provide communication services to a healthcare system. Conducts performance rating, mentoring and coaching content, format, and style of the end product. Provides guidance for new and difficult assignments. Performs other related duties as required. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Recruitment & Relocation Incentives: Are authorized--15% lump sum incentive with 2 year service agreement. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays and other kinds of visual material for use in communicating information through visual means. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Communications and MediaLeadershipOrganizational AwarenessPlanning and Evaluating IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary; however, some walking and standing may be required in conjunction with travel and attendance at events away from the work site. Extended periods of standing and walking are required during photoshoots and videography assignments. The Supervisory Visual Information Specialist may be required to carry or lift items such as plotter paper rolls of up to twenty-five (25lbs) pounds, papers, books or small parts or drive a motor vehicle. Education

NOTE: There is no substitution of education for specialized experience at this GS-12 grade level; therefore, it is not necessary to submit transcripts.
